Regarding the establishment of the People's Public Security University
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decision No. 47/2001/QĐ-TTg dated April 4, 2001 approving the planning of the university network for the period 2001-2010;
In consideration of the proposal of the Minister of Education and Training in Circular No. 3585/TCCB dated April 29, 2003,
DECISION:
Article 1. The People's Public Security University shall be established based on the Ho Chi Minh City Branch of the People's Public Security Academy.
Article 2. The People's Public Security University shall be under the Ministry of Public Security and subject to the state management of education by the Ministry of Education and Training; it shall have its own seal and separate account.
Article 3. The Minister of Public Security shall stipulate the functions, tasks, powers, and organizational structure of the People's Public Security University.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal people's committees directly under the central government, and the Director of the People's Public Security Academy are responsible for implementing this Decision./.
