THE MINISTER OF FINANCE

Pursuant to Decree No. 118/2008/ND-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 139/QD-TTg dated January 21, 2011 of the Prime Minister on providing rice to alleviate hunger for the people during the Tet holiday and the harvest year 2011;
At the request of the Director General of the State Reserve Administration,

Article 1. The National Food Reserve Agency shall allocate (without charge) 33,816 tons of rice from the national food reserve to support the localities to alleviate hunger for the people during the Tet holiday and the harvest year 2011, specifically:

- Binh Dinh Province: 3,000 tons                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                       &

- Province of Quang Nam: 2,000 tons                  - Province of Son La: 1,456 tons

- Province of Quang Tri: 1,800 tons                       - Province of Lao Cai: 310 tons

- Province of Quang Binh: 3,000 tons                    - Province of Lai Chau: 1,000 tons

- Province of Ha Tinh: 5,000 tons                         - Province of Dien Bien: 2,550 tons

- Province of Nghe An: 9,400 tons

Article 2. The National Reserve General Department shall coordinate with the People's Committees of the provinces receiving the rice mentioned above to promptly organize the delivery and receipt of rice at district centers according to the provincial allocation plan; simultaneously compile the budget for emergency relief disbursement costs, submit it for approval by the Ministry, and implement it.

The National Reserve General Department shall reduce the state reserve capital by the amount of 33,816 tons of rice mentioned above at the accounting price currently being tracked on the accounting books and report the final account of the relief goods in accordance with the regulations.

Article 3. This Decision takes effect from the date of signature. The Director of the National Reserve General Department, the Head of the State Budget Department, the Head of the Financial Planning Department, the Director of the Price Management Department, and the Chief of the Ministry's Office are responsible for implementing this Decision./.
