Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Health Care for the People dated June 30, 1989;
Pursuant to the Education Law 2005;
Pursuant to Decree No. 134/2006/NĐ-CP dated November 14, 2006 of the Government stipulating the recruitment system for admission to higher education institutions at university, college, and secondary levels under the national education system;
Considering the proposal of the Minister of Health,
DECISION:
Article 1. Approves the "Training Plan for Health Workers in Difficult and Mountainous Areas of Provinces in the North and Central Regions, the Mekong Delta, and the Western Highlands Under the Recruitment System" with the main contents as follows:
1. General Objective:
a) During the period from 2007 to 2018, train health workers under the recruitment system for difficult and mountainous areas of provinces in the North and Central regions, the Mekong Delta, and the Western Highlands to supplement basic needs for health workforce, contributing to improving and gradually increasing the quantity and quality of health services, thereby better meeting the people's health care needs in the areas covered by this Plan;
b) Assign and utilize 100% of health workers trained according to the Plan's schedule to work in accordance with local needs, addresses where they were recruited, and current relevant regulations.
2. Specific Objectives:
From 2007 to 2018, organize training under the recruitment system for approximately 11,760 health workers in difficult and mountainous areas of provinces in the North and Central regions, the Mekong Delta, and the Western Highlands at some public medical, pharmaceutical, and health technology schools. The planned targets are as follows:
a) Organize six annual training sessions for general practitioners over six years, totaling about 2,520 doctors. The planned targets for each region: difficult and mountainous areas in northern provinces is 840; difficult and mountainous areas in central provinces is 840; difficult and mountainous areas in southern provinces is 840; and the Western Highlands is 600, as decided in Decision No. 1835/2003/QĐ-BYT dated May 27, 2003 by the Ministry of Health approving the project "Training General Practitioners for the Western Highlands Region 2003-2014";
b) Organize six annual training sessions for pharmacists over five years, totaling about 840 pharmacists. The planned targets for each region: difficult and mountainous areas in northern provinces is 210; difficult and mountainous areas in central provinces is 210; difficult and mountainous areas in southern provinces is 210; and the Western Highlands is 210;
c) Organize ten annual training sessions for five majors including (1) intermediate nursing, (2) midwifery, (3) intermediate pharmacy, (4) medical technicians, (5) traditional medicine practitioners, over two years, totaling about 8,400 intermediate-level health workers. The planned targets for each region: difficult and mountainous areas in northern provinces is 2,100; difficult and mountainous areas in central provinces is 2,100; difficult and mountainous areas in southern provinces is 2,100; and the Western Highlands is 2,100.
3. Requirements:
Training health workers under the recruitment system for difficult and mountainous areas of provinces in the North and Central regions, the Mekong Delta, and the Western Highlands within the scope of this Plan shall be carried out in accordance with Decree No. 134/2006/NĐ-CP dated November 14, 2006 of the Government stipulating the recruitment system for admission to higher education institutions at university, college, and secondary levels under the national education system and other relevant current regulations.
4. Implementation period of the Plan: from 2007 to 2018.
5. Financial source: the state budget will ensure funding for implementing the Plan according to the annual training targets approved by the competent authority and in accordance with the分级任务以更高效地处理翻译工作:
Article 2Responsibilities of the Ministries, sectors, People's Committees of provinces and educational institutions within the scope of the Project
1. Ministry of Health:
a) To take the lead in implementing the Project;
b) To take the lead and coordinate with relevant Ministries and sectors to guide the People's Committees of provinces and centrally governed cities within the scope of the Project on selecting and sending people to study; signing training contracts with educational institutions; receiving and arranging the employment of health workers after completing their training programs within the scope of the Project in accordance with current regulations;
c) To coordinate with the Ministry of Education and Training to determine annual training targets based on proposals from provincial People's Committees within the scope of the Project and ensure compatibility with the capacity of selected educational institutions implementing the Project;
d) To coordinate and unify with the Ministry of Education and Training in selecting universities, colleges, and secondary vocational schools with sufficient capacity to undertake training tasks according to specific fields of study and levels of education, consistent with the training targets of each course specified in the Project, ensuring comprehensive training quality in compliance with current regulations. Signing training contracts with selected schools;
đ) To prepare the annual budget plan for implementing the Project within its authority;
e) To direct the implementation and organize supervision, inspection, and auditing of the Project's deployment to ensure it meets the goals and plans approved by competent authorities;
g) To periodically, annually, and upon completion of the Project, be responsible for compiling the situation and evaluating the results of the Project's implementation, submitting them to relevant agencies and provincial People's Committees within the scope of the Project, and reporting to the Prime Minister;
2. The Ministry of Education and Training shall cooperate with the Ministry of Health to guide the People's Committees of provinces and educational institutions within the scope of the Project on selecting, training, and implementing policies for those sent to study under the selection system; determining the list of universities, colleges, and secondary vocational schools in medicine, pharmacy, and healthcare technology that meet the conditions to participate in the Project; setting annual training targets and inspecting schools' implementation of training contracts signed with the Ministry of Health.
3. The Ministry of Planning and Investment shall compile training indicators according to the annual plan of the Project to incorporate into the annual training plan for state employees in the healthcare sector under the civil service recruitment system.
4. The Ministry of Finance shall take the lead in guiding and allocating the budget to implement the Project in accordance with the current state budget classification.
5. The Ministry of Home Affairs shall coordinate with the Ministry of Health to guide the construction of training plans for healthcare cadres at local levels in compliance with the current regulations on staffing norms in public healthcare facilities, aiming to properly implement the civil service recruitment system as stipulated in the Project.
6. The Committee for Ethnic Minorities shall coordinate with the Ministry of Health and relevant ministries and sectors to guide localities within the scope of the Project to determine the recruitment areas and sources in accordance with the Project's provisions; participate in supervising, inspecting, and auditing the selection, training, and placement of healthcare cadres after graduation in accordance with the specific objectives of the Project.
7. Responsibilities of the People's Committees of provinces and centrally-administered cities within the scope of the Project:
a) Compile needs, develop supplementary training plans for healthcare personnel of the locality under the civil service recruitment system, by each field of study and level of education within the scope of the Project, and report to the Ministry of Health;
b) Propose annual quotas for each field of study and level of education within the scope of the Project to meet the diverse needs for healthcare personnel of the locality. Enact policies to encourage sufficient recruitment sources to attend studies under the civil service recruitment system in the fields and levels of education within the scope of the Project. Organize the selection and dispatch of people to study in accordance with the regulations;
c) Coordinate with educational institutions to manage local individuals studying under the civil service recruitment system within the scope of the Project;
d) Ensure the budget according to the current state budget classification for tasks implemented by the locality within the scope of the Project; organize inspections and audits of financial procedures when implementing assigned tasks within their authority;
đ) Direct the Department of Health, Department of Education and Training, related departments, and subordinate educational institutions of the provincial People's Committee to participate in the Project and fulfill their assigned functions and responsibilities;
e) Receive, place, and manage healthcare personnel after graduation under the civil service recruitment system in accordance with current regulations;
g) Regularly annually and upon completion of the Project, have the responsibility to compile and report to the Ministry of Health and the Ministry of Education and Training on the implementation results of the Project at the local level.
8. Responsibilities of educational institutions participating in the Project:
a) Implement directives from the Ministry of Education and Training and the Ministry of Health, and the provincial or municipal People's Committee in accordance with the current classification of training institutions; participate in preparing content and signing training contracts with the Ministry of Health;
b) Receive, organize training, and manage individuals dispatched to study under the civil service recruitment system according to annual quotas; fully comply with all regulations and policies stipulated in the Project for individuals dispatched to study under the civil service recruitment system; ensure comprehensive quality, meeting the goals and current regulations;
c) Annually evaluate the implementation of signed training contracts with the Ministry of Health to report to the Ministry of Health, the Ministry of Education and Training, and localities.
Article 3. This Decision shall take effect from the date of signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies; Chairpersons of the People's Committees of provinces and centrally-administered cities are responsible for enforcing this Decision./.
