FOR THE PROVINCE OF BINH THUAN'S PEOPLE'S COUNCIL DELEGATES FOR THE TERM 1999 - 2004 BASED ON Article 9, Article 10, and Article 11 of the Law on Elections of People's Council Delegates (amended) dated JUNE 21, 1994;
