DECREE

Regarding the adjustment of administrative boundaries of communes and districts;

establishment of communes under Phong Tho, Tam Duong, Sin Ho, and Than Uyen districts, Lai Chau province;

Pursuant to the proposal of the Minister of Home Affairs and the Chairman of the People's Committee of Lai Chau province.

THE GOVERNMENT

 Pursuant to the Law on Organization of the Government dated December 25, 2001;

Article 1. Adjust the administrative boundaries of communes and districts; establish communes under Phong Tho, Tam Duong, Sin Ho, and Than Uyen districts, Lai Chau province as follows:

DECREE:

Clause 4 of Article 61. Establish Tà Mung commune under Than Uyên district based on adjusting 5,094.7 hectares of natural area and 3,760 population from Mường Kim commune.

Tà Mung commune has 5,094.7 hectares of natural area and 3,760 population.

The administrative boundary of Tà Mung commune: East borders Lao Chải commune, Mu Cang Chai district, Yen Bai province; West borders Tà Gia and Tà Hừa communes; South borders Khoen On commune; North borders Mường Kim commune.

2. Establish Phuc Than commune under Than Uyên district based on adjusting 5,628.32 hectares of natural area and 4,865 population from Mường Than commune.

Phuc Than commune has 5,628.32 hectares of natural area and 4,865 population.

The administrative boundary of Phuc Than commune: East borders Nam Xe commune, Van Ban district, Lao Cai province; West borders Mường Mít commune; South borders Mường Than commune; North borders Pac Ta and Ho Mit communes.

3. Establish Phuc Khoa commune under Than Uyên district based on adjusting 8,309.09 hectares of natural area and 3,749 population from Mường Khoa commune.

Phuc Khoa commune has 8,309.09 hectares of natural area and 3,749 population.

The administrative boundary of Phuc Khoa commune: East borders Seo Ma Ty commune, Sa Pa district, Lao Cai province; West borders Mường Khoa commune; South borders Nong Truong town, Than Uyen district; North borders Ban Bo commune, Tam Duong district.

After adjusting the administrative boundaries:

- Mường Kim commune has 6,870.02 hectares of natural area and 7,037 population.

- Mường Than commune has 4,688.44 hectares of natural area and 6,563 population.

- Mường Khoa commune has 8,599.28 hectares of natural area and 5,340 population.

4. Establish Son Binh commune under Tam Duong district based on adjusting 10,936.6 hectares of natural area and 2,292 population from Binh Lu commune.

Son Binh commune has 10,936.6 hectares of natural area and 2,292 population.

The administrative boundary of Son Binh commune: East borders Ban Khoang commune, Sa Pa district, Lao Cai province; West borders Binh Lu commune; South borders Ban Bo commune; North borders Trung Leng Ho and Nam Pung communes, Bat Sat district, Lao Cai province.

Binh Lu commune has 4,453.29 hectares of natural area and 4,127 population.

- Mường Kim commune has 6,870.02 hectares of natural area and 7,037 population.

5. Adjust the entire 7,500.3 hectares of natural area and 2,190 population of Lan Nhi Thang commune under Tam Duong district; 13,149 hectares of natural area and 5,118 population of Houiu Long commune under Sin Ho district to be managed by Phong Tho district.

6. Adjust 500 hectares of natural area and 140 population of Houiu Long commune to be managed by Phong Tho town under Phong Tho district.

- Houiu Long commune has 12,649 hectares of natural area and 4,978 population.

- Mường Kim commune has 6,870.02 hectares of natural area and 7,037 population.

- Phong Tho town has 4,441.84 hectares of natural area and 2,114 population.

Tam Duong district has 68,656.56 hectares of natural area and 40,685 population, with 13 subordinate administrative units including communes: Sung Phai, Nung Nang, Ban Giang, Ban Hon, Then Xin, Ta Leng, Ho Thau, Binh Lu, Son Binh, Na Tam, Ban Bo, Kun Ha, and Tam Duong town.

Sin Ho district has 190,726.6 hectares of natural area and 67,097 population, with 23 subordinate administrative units including communes: Pa Tan, Nam Ban, Hong Thu, Phin Ho, Ta Phin, Phang Xo Lin, Sa De Phin, Ta Ngao, Lang Mo, Tuu Sin Chai, Ma Quai, Nam Tam, Nam Cha, Noong Heo, Pu Sam Cap, Can Co, Nam Ma, Nam Cuoi, Nam Han, Le Loi, Chan Nu, Pu Dao, and Sin Ho town.

Phong Tho district has 102,876 hectares of natural area and 56,544 population, with 18 subordinate administrative units including communes: Si Lo Lau, Vang Ma Chai, Ma Ly Chai, Mo Si San, Pa Va Su, Mu Sang, Tung Qua Lin, Dao San, Ban Lang, Ma Ly Pho, Hoang Then, Kong Lao, Nam Xe, Muong So, Sin Sui Ho, Lan Nhi Thang, Houiu Long, and Phong Tho town.

Than Uyen district has 169,550 hectares of natural area and 87,249 population, with 20 subordinate administrative units including communes: Than Thuoc, Muong Khoa, Phuc Khoa, Nam Can, Ho Mit, Nam So, Pac Ta, Muong Than, Phuc Than, Ta Mit, Muong Mit, Pha Mu, Na Cang, Ta Hua, Muong Kim, Ta Mung, Ta Gia, Khoen On, and Nong Truong and Than Uyen towns.

This Decree takes effect 15 days after its publication in the Official Gazette. All previous regulations contrary to this Decree are abolished.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe Minister of Home Affairs, the Chairman of the People's Committee of Lai Chau province, and the Heads of relevant agencies are responsible for implementing this Decree./.

Article 3. The Minister of Interior, the Chairman of the People's Committee of Lai Chau Province, and the Heads of relevant agencies shall be responsible for implementing this Decree./.
