No. 156 dated August 16, 1946
CHAIRMAN OF THE VIETNAMESE DEMOCRATIC REPUBLIC GOVERNMENT
Pursuant to Decree No. 3364 dated April 21, 1944;
At the proposal of the Minister of Public Works and Communications;
After the National Assembly Standing Committee and the Council of Ministers have reached an agreement,
DECREE-LAW:
Article 1
Civil servants who must travel by train while performing their duties may be issued a "Railway Service Card."
Article 2
The Railway Service Card is issued by the Vietnamese Railway Administration. The cost of the card is paid to the Vietnamese Railway Department, and the personnel costs for those receiving the card are borne.
Civil servants may purchase this card at their own expense.
Article 3
The Railway Service Card is valid from the date of issuance until December 31 of the same year. The cost is calculated annually, but cards issued mid-year are charged from the month of issuance to the end of the year. Regardless of when a card is issued, it must be charged for an entire month. The monthly fee is one-twelfth of the annual price as stipulated in Article 2.
Article 4
Each year before February 15, Ministers shall submit to the Vietnamese Railway Administration a list of personnel eligible for cards the following year, specifying the routes and train classes they are entitled to use.
Article 5
When an employee with a Railway Service Card is transferred or temporarily replaced by another person due to absence, the department using that employee must send the card in order of precedence to the Vietnamese Railway Administration for name change. This name change does not incur additional fees. During this process, new employees wishing to travel by train must use regular service cards.
Article 6
Each Railway Service Card shall bear the signature and seal of the Railway Director and the signature of the cardholder. When requested by railway staff, cardholders must present their cards immediately and sign again if necessary for verification purposes.
Holders of Railway Service Cards may travel on passenger trains within the routes specified in their cards as regular passengers and must comply with railway regulations. Cardholders are permitted to carry 30 kilograms of luggage without paying additional fees, but if they entrust this to the railway department, they must pay extra charges recorded accordingly. This card does not grant access to sleeping compartments on trains.
Anyone who loses a Railway Service Card must immediately report it to the Vietnamese Railway Department. Failure to do so will result in responsibility for misuse of the card. Those using another person's card shall both (the borrower and lender) be prosecuted for forgery. In such cases, the card will be confiscated immediately. The official confiscating the card must prepare a record and submit it to the Vietnamese Railway Administration in order of precedence.
Article 7
The Minister of Public Works shall implement the Order.
