Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned companies and independent accounting subsidiaries under state-owned corporations;
Considering the proposal of the People's Committee of Thai Binh Province,
DECISION:
Article 1. Approves the adjustment of the restructuring plan for some state-owned enterprises under the People's Committee of Thai Binh Province in 2005 as follows:
1. Enterprises implementing gradual shareholding reform, with the State holding a low percentage of shares or no shares at all:
- Thai Binh Import-Export Company;
- Thai Binh General Trade Company.
2. Enterprises implementing mergers:
- The water conservancy management and exploitation companies of Hung Ha, Thai Thuy, Dong Hung, and Quynh Phu will be merged into the North Thai Binh Water Conservancy Management and Exploitation Company.
- The water conservancy management and exploitation companies of Vu Thu, Tien Hai, Kien Xuan, and the Urban Technical Services Company will be merged into the South Thai Binh Water Conservancy Management and Exploitation Company.
3. Enterprises implementing auction sales: Thai Binh Tourism Hotel Company.
4. Implementing restructuring according to Decree No. 170/2004/NĐ-CP dated September 22, 2004 of the Government on restructuring, renovating, and developing state-owned farms: Coi Tien Hai Farm.
Article 2. The Chairman of the People's Committee of Thai Binh Province shall be responsible for directing the completion of the restructuring and renovation of state-owned enterprises according to Decision No. 271/QĐ-TTg dated March 12, 2003 of the Prime Minister and this Decision. For enterprises that cannot implement shareholding reform, they shall proactively switch to other appropriate restructuring methods.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Thai Binh Province and the heads of relevant agencies are responsible for enforcing this Decision./.
