THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Decree No. "Article 1. Amending and supplementing some articles of Circular No. 48/2013/TT-BNNPTNT dated November 12, 2013 on inspection and certification of food safety for aquatic products for export:" Article 16 of the Government's Decision No. 1619/QD-TTg dated November 16, 2013 on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Prime Minister's Decision No. 1240/QD-TTg dated July 22, 2011 approving the pilot project for forest survey and inventory in Bac Kan and Ha Tinh provinces;
Pursuant to the Minister of Agriculture and Rural Development's Decision No. 2252/QD-BNN-TCLN dated September 28, 2011 approving the pilot project for forest survey and inventory in Bac Kan and Ha Tinh provinces,
Based on the proposal of the General Department of Forestry in Report No. 86/TTr-TCLN-KL dated January 20, 2014 (attached with Document No. 1494/UBND-NLN dated June 6, 2013 of the People's Committee of Bac Kan Province on the report of the implementation results of the pilot project for forest survey and inventory; Report No. 447/TTr-ĐTQHR-KH dated December 31, 2013 of the Forest Survey and Planning Institute proposing the approval of the implementation results of the pilot project for forest survey and inventory in Bac Kan),
DECISION:
Article 1. Approves the results of the pilot project for forest survey and inventory in Bac Kan, including the following contents:
1. Data on the area of various forest conditions and forestry land, and the volume of various forest conditions in Bac Kan province, including:
a) The area of forests under the forestry planning
Forest land area: 334,037 hectares, including natural forests: 289,039 hectares; planted forests: 44,998 hectares, divided as follows:
- Special-use forest area: 22,817 hectares;
- Protective forest area: 81,593 hectares;
- Production forest area: 229,628 hectares;
b) The area of forests outside the forestry planning: 8,795 hectares
c) The volume of various forest conditions, including:
- Total standing volume of timber forests: 27,519,795 cubic meters, including:
+ Natural forests: 24,732,980 cubic meters
+ Planted forests: 2,786,815 cubic meters
- Bamboo forests: approximately 461,531,000 trees
d) The area of land not yet forested planned for forestry: 89,555 hectares (including 422 hectares of planted forests that have not yet become forests outside the forestry planning).
đ) The forest coverage rate of the entire province reaches 70.6%.

2. Inventory map of forests in Bac Kan province, including:
- Forest inventory map of the province at a scale of 1/100,000, quantity: 01 map
- Forest inventory map of districts, towns, cities at a scale of 1/50,000, quantity: 08 maps;
- Forest inventory map of communes at a scale of 1/10,000, quantity 122 commune maps
- Management group 2 map at a scale of 1/50,000, quantity 34 maps.
3. Forest inventory database: all inventory data and maps are stored in the forest inventory database software, detailed to forest compartments and forest owners.
Article 2. Responsibilities of relevant agencies
- The General Department of Forestry is responsible for managing the entire forest inventory database of Bac Kan province; establishing a national forest and forestry land database, serving exploitation, summarization, and annual monitoring of forest and forestry land changes in localities.
- The Finance Department shall take the lead, coordinate with the General Department of Forestry, the Forest Survey and Planning Institute, and related units to settle accounts for the project according to current state regulations.
- Bac Kan Provincial People's Committee: directs the Department of Agriculture and Rural Development to organize management, exploitation of the database, and annual updates of forest changes in the locality.
Article 3. The Head of the Ministry's Office, the Director of the Finance Department, the Director of the Forest Survey and Planning Institute, the General Director of the General Department of Forestry, the Chairman of the Bac Kan Provincial People's Committee, the Heads of related agencies and units are responsible for implementing this Decision./.
