Regarding the approval of the task for the overall urban planning of Ho Chi Minh City until 2025

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001 and Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to the Construction Law dated November 26, 2003 and Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on urban planning;

Considering the proposal of the Minister of Construction at document No. 69/TTr-BXD dated October 13, 2006 regarding the approval of the task to adjust the overall urban planning of Ho Chi Minh City until 2025,

DECISION:

Article 1. Approve the task to adjust the overall urban planning of Ho Chi Minh City until 2025 with the following main contents:

1. Nature:

A special city, a major center for economy, culture, science and technology, with an important political position nationwide; a hub for international exchanges; a multi-sector industrial and service center, and a scientific and technological center in Southeast Asia.

2. Scope, boundaries, and scale of adjustment of the overall urban planning:

a) The research scope includes the entire administrative boundaries of Ho Chi Minh City and surrounding provinces, including: Binh Duong, Binh Phuoc, Tay Ninh, Long An, Dong Nai, Ba Ria-Vung Tau, and Tien Giang; with an area of approximately 30,404 km².

The scope and boundaries for preparing the Adjustment Master Plan include the entire administrative boundaries of Ho Chi Minh City, with an area of 2,095 km².

b) Population scale:

- By 2025, about 10 million people; transient visitors and temporary residents (less than six months) about 2.5 million people;

- Population distribution: old inner city area from 4.0 to 4.5 million people; developing inner city area (six new districts) from 2.8 to 2.9 million people; suburban area about 2.6 million people (of which rural population is about 0.5 million people).

c) Urban land construction scale: by 2025 about 90,000 to 100,000 hectares; of which: old inner city area about 14,000 hectares; developing inner city area about 35,000 hectares and suburban area about 40,000 to 50,000 hectares.

3. Objectives and viewpoints:

a) Objective: to build Ho Chi Minh City into a sustainable, harmonious development between economic growth and preservation of historical and cultural heritage and environmental protection; ensuring national defense and security through regional linkage to become a civilized, modern city contributing increasingly to the development of the southern region and the whole country; gradually becoming a center for industry, services, and science and technology in Southeast Asia.

b) Viewpoints:

- To leverage the special role of the city in its relationship with the Ho Chi Minh City metropolitan area, the Southern key economic zone, the whole country, and internationally;

- To develop harmoniously and synchronously between new construction and renovation, beautification, and upgrading of the city; between urban spatial development and technical infrastructure, social infrastructure, and environmental protection;

- To develop a modern city with distinct characteristics; to leverage the unique strengths of waterways while enhancing the attractiveness of the city; to improve the quality of life for citizens.

4. Main indicators of the plan:

a) Urban construction land indicators:

Average urban construction land: 80 - 100 m²/person, of which average residential construction land 55 - 65 m²/person, average green space within residential areas 8 m²/person, average public welfare construction land 4 - 6 m²/person;

b) Technical infrastructure indicators for urban areas:

- Transportation: transportation land indicator (dynamic and static) 20 - 24 m²/person; land allocated for transportation accounts for 22 - 24% of urban construction land; density of main roads reaches 4.5 - 5 km/km².

- Water supply: daily domestic water supply indicator about 200 liters/person/day-night; supplied to industry about 50 m³/ha. Percentage of urban population supplied with water 100%.

- Power supply: daily domestic power supply indicator about 2,600 kWh/person; supplied to industry about 300 kW/ha; supplied to service and trade activities about 40 - 50% of the standard domestic power supply.

- Sewage and environmental sanitation: wastewater collection and treatment standards calculated according to corresponding water supply standards for each category. Wastewater collected and treated must meet discharge standards before being released into the environment, achieving a rate of 80% or higher.

5. Research requirements:

The orientation for the development of Ho Chi Minh City is determined in relation to the economic and social aspects with the Ho Chi Minh City metropolitan area, the Southern key economic zone, the whole country, the region, and internationally, including:

a) Proposing a development model for the city based on the principle of integration with other cities in the Ho Chi Minh City metropolitan area; not developing cities in natural conservation and urban ecological areas;

b) Proposing directions for urban spatial development, including the inner city and suburbs; identifying satellite towns and new towns in the Ho Chi Minh City metropolitan area to support the sustainable development of the city on the basis of unified urban spatial development;

c) Proposing zoning function models; determining urban development zones, industrial development zones, ecological zones, tourist and resort zones, agricultural zones, and natural conservation zones;

d) Proposing appropriate economic and technical indicators for the city's development model, taking into account the specific geographical, geological, and hydrological conditions in each zone, each functional area, and according to different stages of the city's development;

đ) Proposing zoning functions and spatial organization structures for the city, including:

- Residential areas (old inner city, developing inner city, suburban areas; rural residential areas; areas for renovation, beautification, and upgrading of technical and social infrastructure); focusing on the Eastern North urban science district, Hiệp Phước port urban district, Western North urban district, and Binh Quoi - Thanh Da urban district;

- Industrial clusters and zones: moving polluting industries out of the old inner city area; limiting industrial development in the developing inner city area; arranging industries by specialty and attracting investment to develop clean, modern industries with high scientific content, high added value, low labor intensity, and no environmental pollution.

- The system of integrated centers, specialized centers (cultural, training, scientific research, healthcare, sports, tourism and leisure...), urban district centers;

- The system of green parks, water surfaces, open spaces, especially the landscape along both banks of the Saigon River; green areas and zones within the old city area based on the principle of utilizing the city's axes, rivers, and canals to simultaneously perform waterway transportation, drainage, water regulation, and landscape functions;

- Conservation areas, particularly protecting the Can Gio Biosphere Reserve, protective forests, special-use forests within Cu Chi and Binh Chanh districts; prohibiting and limiting construction in safety buffer zones around airports, security, and defense areas; limiting urban development in agricultural and forestry areas with the function of serving as ecological buffer zones for the city;

e) Determine the underground infrastructure system, multi-functional underground complexes, and propose planning for the underground infrastructure system in the city, as well as management and usage requirements;

g) Propose orientation for the development of urban architecture:

Based on the development perspective and objectives, urban spatial development orientation, study the orientation for developing the architecture and landscape of new urban areas, renovation areas in old urban districts, and important functional zones; particularly focusing on the modernization and renovation of existing central areas while preserving valuable cultural and architectural works; implement urban design studies in important urban areas to serve urban construction management work;

h) Propose orientation for the development of technical infrastructure systems:

Urban technical infrastructure systems must be designed and constructed to meet the city's development goals and perspectives, satisfy usage needs, ensure aesthetics, safety, and environmental hygiene, specifically as follows:

- Transportation:

+ Determine the external transportation network based on regional relationship studies and internal transportation (air, rail, road, water), determine the inland port system;

+ Propose solutions for the underground transportation system (metro), public transportation, routes and means of transport (bus, elevated railway...);

+ Propose land allocation for static transportation development (bus stations, underground and surface parking lots);

- Construction site preparation technology:

Determine the construction control levels for each area and main traffic axes of the city; propose solutions for stormwater drainage (watershed and direction, sewer system) combined with solutions for creating balancing lakes, dredging canals, creating open spaces, and planting trees; solutions for flood prevention, riverbank erosion, and tidal influence;

- Water supply:

Determine the water source, demand, location, scale of key facilities, pipeline networks, and major technical parameters; propose solutions for protecting surface and groundwater sources; research should be based on the Master Plan for the Development of the Ho Chi Minh City Region;

- Power supply:

Determine the power source, capacity, load demand, location, scale of power plants, substations, transmission corridors, and main distribution networks together with major technical parameters; research should be based on the Master Plan for the Development of the Ho Chi Minh City Region;

- Determine the gas supply source and network, fuel, and other combustion materials;

- Wastewater discharge and environmental sanitation:

+ Determine the location and scale of wastewater treatment plants, solid waste treatment facilities; main drainage solutions, balancing lakes, and environmental protection measures;

+ Determine the location and scale of cemeteries and burial technologies;

- Postal and telecommunications infrastructure system;

i) Environmental impact assessment and propose solutions to limit environmental impacts;

k) Determine priority investment programs and projects in line with resource forecasts; propose management mechanisms, policies for urban planning and architecture, and implementation solutions for the adjustment master plan for the development of Ho Chi Minh City until 2025;

l) Draft regulations for construction management according to the content of the adjustment master plan for the development of Ho Chi Minh City until 2025;

6. Components of the dossier: the dossier for the adjustment master plan for the development of Ho Chi Minh City until 2025 shall be implemented in accordance with Article 17 of Decree No. 08/2005/NĐ-CP dated January 24, 2005, of the Government and Circular No. 15/2005/TT-BXD dated August 19, 2005, of the Ministry of Construction on guiding the preparation, review, and approval of construction planning;

7. Implementation organization:

a) Planning project management agency: People's Committee of Ho Chi Minh City;

b) Planning project investor: People's Committee of Ho Chi Minh City;

c) Planning project drafting agency: Institute of Urban Planning of Ho Chi Minh City;

d) Project appraisal agency: Ministry of Construction;

đ) Approval level: Prime Minister;

e) Time frame for drafting the project: 18 months after the design task is approved;

Article 2. The People's Committee of Ho Chi Minh City will coordinate with the Ministry of Construction and relevant ministries and sectors to organize the drafting of the adjustment master plan for the development of Ho Chi Minh City until 2025;

Article 3. This Decision shall take effect from the date of signing.

The Chairman of the People's Committee of Ho Chi Minh City, the Minister of Construction; heads of agencies, organizations, and individuals concerned are responsible for implementing this Decision.
