Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 85/2003/ND-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Considering the proposal of the Minister of Education and Training and the Minister of Home Affairs.

Article 1. Establish the Department of Ethnic Education under the Ministry of Education and Training to assist the Minister of Education and Training in performing state management functions related to ethnic education.
