DECISION OF THE MINISTER OF TRANSPORTATION
Issuing the Minimum Safety Manning Framework for Vietnamese Seagoing Vessels
THE MINISTER OF TRANSPORTATION
Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government stipulating the tasks, powers, responsibilities for state management and organizational structure of the Ministry of Transportation;
Pursuant to Resolution A-481 (XII) dated November 19, 1981 of the International Maritime Organization (IMO) on principles of minimum safety manning requirements for ships;
Pursuant to the Vietnam Navigation Law 1990;
At the proposal of the Director of the Vietnam Marine Administration and the Director of the Legal Affairs Department - Transport,
DECIDES:
Article 1. To issue the Minimum Safety Manning Framework for Vietnamese Seagoing Vessels and the Appendix "Minimum Safety Manning Certificate" attached to this Decision.
Article 2. The Vietnam Marine Administration is responsible for implementing this Decision.
Article 3. This Decision takes effect fifteen days from the date of signature. All previous regulations contrary to this Decision are abolished.
Article 4. The Heads of the Ministry's Office, Directors of the Legal Affairs Department - Transport, Organizational Cadres and Labor Department, Director of Vietnam Marine Administration, Director of Vietnam Ship Survey Bureau, and Vietnamese ship owners shall be responsible for implementing this Decision./.
