Pursuant to the Inspection Law dated June 15, 2004;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 65/2008/NĐ-CP dated May 20, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;
Considering the proposal of the Head of the Organization and Cadre Affairs Department and the Director of the Office of the Government Inspectorate,
DECISION:
Article 1. Issuing along with this Decision the "Regulations on the functions, tasks, powers, organization, and operation of the Office of the Government Inspectorate."
Article 2. This Decision takes effect from the date of signature and replaces Decision No. 819/QĐ-TTCP dated April 25, 2007 of the Chief Inspector regarding the Regulations on the organization and operation of the Office of the Government Inspectorate.
Article 3. The Government Inspectorate Office Director, the Organization and Cadres Department Director, and the heads of units under the Government Inspectorate are responsible for implementing this Decision./.

FUNCTIONS, TASKS, POWERS AND ORGANIZATION AND OPERATIONS OF THE OFFICE OF THE GOVERNMENT INSPECTORATE

Chapter I.
FUNCTIONS, TASKS, AUTHORITIES, AND WORKING PRINCIPLES
Article 1. Position and Functions
The Office of the Government Inspectorate is a unit under the Government Inspectorate, having the function of assisting the Chief Inspector in advisory work, summarizing activities of the Government Inspectorate and the entire inspection sector; coordinating the activities of departments, bureaus, and units under the Government Inspectorate according to programs and plans of work; being the focal point for handling complaints and petitions from citizens; organizing the implementation of information, administrative, archival, financial, management, and service activities to ensure the operations of the Government Inspectorate according to leadership directives and instructions of the Chief Inspector.
The Office has its own seal for transactions in accordance with the law.
Article 2. Tasks and Authorities
1. Taking the lead in compiling and drafting long-term, annual programs and plans, and other programs and plans concerning inspections, complaint resolution, anti-corruption activities of the Government Inspectorate; urging and inspecting departments, bureaus, and units to implement approved programs and plans of work by the Chief Inspector.
2. Implementing information, summary, and reporting systems:
a) Summarizing and reporting on the results of inspection activities, complaint resolution, anti-corruption efforts, and other tasks assigned according to the regulations of the Government Inspectorate;
b) Assisting the Chief Inspector in implementing the information and reporting system of government members as stipulated by the Law on the Organization of the Government and the Working Regulations of the Government;
c) Assisting the leadership of the Government Inspectorate in providing information about the activities of the Government Inspectorate to mass media organizations, organizations, and individuals.
3. Assisting the leadership of the Government Inspectorate: Preparing daily and weekly schedules; preparing content and programs for meetings and working sessions, recording minutes and conclusions of leadership; reviewing documents and files submitted by departments, bureaus, and units for leadership approval; taking the lead in preparing articles, responding to interviews by newspapers, radio stations, magazines, and answering questions from National Assembly deputies and citizen petitions within the scope of the Government Inspectorate's state management according to the Chief Inspector's directives.
4. Implementing administrative reform, international cooperation, and scientific research tasks as assigned by the Chief Inspector.
5. Organizing and guiding the implementation of administrative, archival, and record-keeping work; managing seals of the Government Inspectorate and the Office in accordance with the law and regulations of the Chief Inspector.
6. Being the focal point of the Government Inspectorate for receiving complaints, petitions, reflections, and suggestions from citizens; organizing research, processing, and categorization according to the Law on Complaints and Petitions; summarizing reports and proposing solutions to the Chief Inspector for complaints within their jurisdiction; supervising and urging units assigned by the Chief Inspector to examine and resolve complaints.
7. Being the contact point for transactions with external agencies, organizations, and individuals; organizing and serving meetings, conferences, and seminars of the Government Inspectorate.
8. Ensuring safety, order, and discipline within the agency; inspecting and urging compliance with the Working Regulations of the Government Inspectorate, Work Rules, and Office Culture Regulations of the Government Inspectorate.
9. Assisting the Chief Inspector in building and submitting annual budget estimates of the Government Inspectorate to the Government; deciding on the allocation, monitoring, and inspecting the implementation of budgets by subordinate units; inspecting public institutions' annual financial management and accounting activities.
10. Managing material resources, ensuring work equipment and conditions, managing assets and funds to support the operations of the Government Inspectorate.
11. Managing cadres, civil servants, files, materials, and assets assigned according to the law and regulations of the Chief Inspector.
12. Performing other tasks assigned by the Chief Inspector.
Article 3. Principles of Operation
The Office operates under a chief executive system, ensuring democratic centralism, transparency, and openness in accordance with the law; emphasizing individual responsibility and discipline, promoting the capabilities, strengths, initiative, and creativity of all cadres and civil servants, and enhancing the effectiveness of the Office's operations.
Chapter II.
ORGANIZATIONAL STRUCTURE, RESPONSIBILITIES, AND SCOPE OF WORK HANDLING
Article 4. Organizational Structure and Staffing
1. The organizational structure of the Office includes:
a) The leadership of the Office consists of the Director and Deputy Directors of the Office.
b) Units under the Office:
+ Administrative Department;
+ Consolidation Department;
+ Petition Processing Department;
+ Financial Department;
+ Management Department;
+ Vehicle Team.
2. The tasks and authorities of each department and the Vehicle Team shall be stipulated by the Director of the Office.
3. The staffing of the Office shall be decided by the Chief Inspector based on the proposal of the Head of the Cadre and Civil Servant Organization Department and the Director of the Office.
Article 5. Responsibilities and Scope of Work of the Director of the Office
1. Lead, direct, and organize the implementation of the tasks of the Office as prescribed in Article 2 of this Regulation and other tasks assigned by the Government Inspectorate leadership; bear responsibility before the law and the Chief Inspector for the results of the assigned work.
2. Delegate and supervise the performance of tasks by Deputy Directors, Heads of subordinate units, and civil servants within the Office.
3. Perform the role of the Official Spokesperson of the Government Inspectorate.
4. The Director of the Office shall be authorized by the Chief Inspector to manage the account of the Government Inspectorate agency and be responsible for the management and implementation of financial expenditure regulations of the Government Inspectorate agency.
5. Coordinate with Heads of other units within the Government Inspectorate to handle issues related to the tasks and responsibilities of the Office and perform common tasks of the agency as prescribed in the Working Regulations of the Government Inspectorate.

9. Implement information and reporting systems as prescribed by the Government Inspectorate. Report promptly to the leadership of the Government Inspectorate on the results of performing assigned tasks and propose issues that need resolution, mechanisms, programs, plans that require modification and supplementation to meet the requirements of the Government Inspectorate's tasks.
10. Perform other tasks assigned by the Chief Inspector.
Article 6. Responsibilities and scope of work of Deputy Directors of the Office
1. Assist the Director of the Office in managing and directing the work of the Office; directly direct, urge, inspect the activities of some departments, fields of work according to the division of the Director of the Office. When necessary, a Deputy Director of the Office may be authorized by the Director of the Office to direct the activities of the Office.
2. Perform duties and powers within the scope assigned and authorized by the Director of the Office; report to the Director of the Office on the situation and results of performing assigned tasks.
3. Bear personal responsibility before the Director of the Office, the leadership of the Government Inspectorate, and the law regarding proposals, progress, quality, effectiveness of task implementation; regarding the content, form, format, procedure, process of issuing documents and procedures for handling assigned tasks.
5. Sign on behalf of the Director of the Office for documents assigned and authorized by the Director of the Office.
Article 7. Responsibilities and scope of work for the Head of Department and Deputy Head of Department
1. The Head of Department, Team Leader of the Vehicle Team (hereinafter referred to collectively as the Head of Department) is the person directly leading, directing, managing, and operating the activities of the Department, Vehicle Team and is responsible before the Director of the Office and the law for all activities of the Department, Vehicle Team and the implementation of assigned tasks.
2. Deputy Head of Department, Deputy Team Leader of the Vehicle Team (hereinafter referred to collectively as Deputy Head of Department) is the person assisting the Head of Department and is responsible before the Head of Department, the leadership of the Office, and the law for the field of work assigned; perform other tasks directly assigned by the Office leadership. When necessary, they may be authorized by the Head of Department to direct the activities of the Department.
3. Specific duties and powers of the Heads and Deputy Heads of Departments under the Office shall be defined by the Director of the Office.
Article 8. Responsibilities and scope of work of staff members under the Office
1. Adhere to labor discipline, regulations of the Government Inspectorate, and the Office.
2. Proactively study and advise on the specialized field assigned; handle assigned tasks according to the prescribed procedures, deadlines. Promptly report to the immediate supervisor when encountering difficulties or new issues arising during task implementation.
3. Adhere to speaking discipline, Code of Conduct for Inspectors, Work Rules, Office Culture Regulations of the Government Inspectorate; implement reporting systems, file management systems as prescribed by the Government Inspectorate. Bear personal responsibility before the Head of Department, the Director of the Office, and the law regarding proposals, progress, quality, effectiveness of task implementation.
Chapter III.
WORK RELATIONSHIPS
Article 9. Implementing the directives of the Government Inspectorate's leadership
The Office is directly led and directed by the Chief Inspector and Deputy Chief Inspectors; strictly implement directives, report fully and promptly on the results of assigned tasks.
Article 10. Authority Relations with units under the Government Inspectorate
1. Relations between the Office and Departments, Bureaus, Units under the Government Inspectorate are cooperative relations, exchanging, supporting each other to complete tasks.
2. Cooperation with Departments, Bureaus, other units during task implementation shall be carried out in accordance with the Working Regulations of the Government Inspectorate issued by the Chief Inspector.
Article 11. Work relations with the Inspectorates of ministries, sectors, and localities
1. Guide, monitor, and urge the Inspectorates of ministries, sectors, and localities to strictly implement the information and reporting system.
2. Timely report and reflect the requirements and recommendations of the Inspectorates of ministries, sectors, and localities to the Chief Inspector or Deputy Chief Inspector responsible for consideration and resolution by the Government Inspectorate leadership.
Article 12. Relations between the Office leadership and the Party committee and leadership of mass organizations within the Office
1. The Office leadership shall create conditions for the Party organization and mass organizations to operate in accordance with their charters, purposes, and objectives; coordinate with the Party committee and mass organization leaders to provide conditions for Party members, officials, and civil servants in the Office to study and improve their political and professional qualifications; ensure democratic regulations in the operation of the agency; build office culture and administrative discipline.
2. The Office leadership has the responsibility to timely and fully provide information on the activities and rights of officials and civil servants to the Party committee and mass organization leaders; seek opinions from the Party committee and mass organization leaders before deciding on issues related to leadership coordination measures, political ideological education, internal protection, strengthening solidarity, and care for the living standards of officials and civil servants in the Office; regarding organizational and personnel work in the Office.
Chapter IV.
IMPLEMENTATION
Article 13. Responsibility for Implementation
1. The Director of the Office, Deputy Directors of the Office, Heads of Departments, Deputy Heads of Departments, and all officials and civil servants under the Office shall be responsible for implementing this Regulation.
2. Any other contents related to the functions, tasks, powers, and organizational operations of the Office that are not covered in this Regulation shall be implemented according to the Working Regulations of the Government Inspectorate and current laws and legal documents.
3. Based on current regulations and this Regulation, the Director of the Office shall be responsible for drafting and promulgating the Working Regulations of his unit to fulfill assigned functions and tasks.
Article 14. Amendment and Supplement to this Regulation
During the implementation of this Regulation, if any difficulties arise, the Director of the Office shall cooperate with the Head of the Organization and Cadre Department to promptly propose amendments and supplements to the Chief Inspector to ensure that the Regulation meets the operational requirements of the Office and the Government Inspectorate.
