DECISION
Regarding the issuance of regulations on functions, tasks, powers, and organization and operation of the International Cooperation Department
SUPERINTENDENT AUDITOR GENERAL
Pursuant to the Inspection Law dated June 15, 2004;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 65/2008/NĐ-CP dated May 20, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;
Considering the proposal of the Director of the International Cooperation Department and the Director of the Organization and Cadres Department,
DECIDES:
Article 1. To issue together with this Decision the "Regulations on Functions, Tasks, Powers, and Organization and Operation of the International Cooperation Department."
Article 2. This Decision shall take effect from the date of signing.
Article 3. The Heads of the Office, the Directors of the Organization and Cadres Department and the International Cooperation Department, and the Heads of units under the Government Inspectorate shall implement this Decision./.

FUNCTIONS, TASKS, POWERS AND ORGANIZATION AND OPERATIONS OF THE INTERNATIONAL COOPERATION DEPARTMENT

Chapter I.
FUNCTIONS, TASKS, AUTHORITIES, AND WORKING PRINCIPLES
Article 1. Position and Functions
The International Cooperation Department is a unit under the Government Inspectorate, having the function of advising the Superintendent Auditor General to manage uniformly the external activities of the Government Inspectorate; implementing international cooperation regarding inspection, handling complaints and denunciations, and preventing corruption.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Assist the Superintendent Auditor General in chairing or participating in drafting projects and draft normative legal documents concerning external activities, international cooperation regarding inspection, handling complaints and denunciations, and preventing corruption of the Government Inspectorate according to the division of labor by the Superintendent Auditor General.
2. Assist the Superintendent Auditor General in researching and proposing policies, directions for external activities, international cooperation with foreign countries regarding inspection, handling complaints and denunciations, and preventing corruption; developing long-term plans, annual plans, and international cooperation programs within the scope of state management of the Government Inspectorate; compiling and developing plans for sending out delegations and receiving delegations for approval by the Superintendent Auditor General and coordinating with relevant departments, bureaus, and units under the Government Inspectorate to implement these plans.
3. Chair and coordinate with the Organization and Cadres Department and related units in proposing personnel for delegations, including those traveling abroad under cooperation programs and projects, for review and decision by the Superintendent Auditor General; implement necessary administrative procedures after the decision of the Superintendent Auditor General and ensure diplomatic and reception arrangements for delegations traveling abroad.
4. Assist the Superintendent Auditor General in chairing or participating in drafting, negotiating, and completing procedures for signing agreements, programs, and projects of international cooperation in areas of state management of the Government Inspectorate; managing and coordinating international cooperation programs, plans, and projects on inspection, handling complaints and denunciations, and preventing corruption; organizing the implementation of these agreements, programs, and projects.
5. Assist the Superintendent Auditor General in chairing or coordinating with foreign agencies and organizations in organizing international conferences, seminars, and other international cooperation activities within the scope of state management of the Government Inspectorate; uniformly managing the organization of international conferences and seminars and the reception of international guests by the Government Inspectorate; implementing diplomatic reception activities according to regulations; participating in international organizations and forums as assigned by the Superintendent Auditor General.
6. Assist the Superintendent Auditor General in guiding, urging, and inspecting the implementation of external activities and international cooperation on inspection, handling complaints and denunciations, and preventing corruption by units implementing international cooperation agreements of the Government Inspectorate.
7. Assist the Superintendent Auditor General in providing opinions to ministries and sectors on issues related to inspection, handling complaints and denunciations, and preventing corruption in proposals for negotiations, signing, and implementing international treaties and agreements.
8. Implement tasks and powers regarding economic integration and external information dissemination as prescribed by current regulations.
9. Chair and coordinate with the Organization and Cadres Department, the Office, and related departments and bureaus in researching and proposing commendations to the Superintendent Auditor General for foreign organizations and individuals who have made significant contributions in assisting and cooperating with the Government Inspectorate, and handle procedures for commendation and organize award ceremonies in accordance with laws on commendation and reward.
10. Maintain and preserve various types of files, documents, and texts related to external activities and international cooperation; manage passports of Government Inspectorate officials in accordance with the law.
11. Manage officials and assets allocated according to the law and the delegation of authority by the Superintendent Auditor General.
12. Perform other tasks assigned by the Superintendent Auditor General.
Article 3. Principles of Operation
The International Cooperation Department operates under a chief executive system, ensuring democratic centralism, transparency, and openness as prescribed by law; emphasizing individual responsibility and discipline, promoting the capabilities, strengths, initiative, and creativity of officials in their work; emphasizing collaboration, exchange of experience, and information in handling tasks and all activities according to the functions, tasks, and powers prescribed.

ORGANIZATIONAL STRUCTURE, RESPONSIBILITIES, AND SCOPE OF WORK HANDLING
Article 4. Organizational Structure and Staffing
1. The organizational structure of the International Cooperation Department includes:
a) The leadership of the Department consists of the Director and Deputy Directors.
b) Departments under the Department:
+ General Affairs and Reception Section;
+ Bilateral Cooperation Section;
+ Multilateral Cooperation Section.
2. The functions, tasks, and powers of the sections are defined by the Director of the International Cooperation Department.
3. The staffing of the International Cooperation Department is decided by the Superintendent Auditor General based on the proposal of the Directors of the Organization and Cadres Department and the International Cooperation Department.
Article 5. Responsibilities and Scope of Work of the Director
1. Lead, direct, and organize the implementation of the tasks of the Department as stipulated in Article 2 of these Regulations; bear legal responsibility and responsibility before the Superintendent Auditor General for the results of the assigned tasks.
2. Delegate tasks, coordinate activities, and monitor the implementation of tasks by Deputy Directors, departments under the Department, and staff members within the Department.
3. Cooperate with the heads of other units under the Government Inspectorate to handle issues related to the functions and tasks of the Department as stipulated in the Working Regulations of the Government Inspectorate and to fulfill the common tasks of the agency as prescribed.
4. Manage staff and assets assigned in accordance with the law and the delegation of the Chief Inspector; maintain work discipline, manage, evaluate, and implement commendation and reward activities for staff within the unit; develop and implement plans for cadre planning, training, and capacity building for staff of the unit.
5. Fulfill tasks delegated by the Chief Inspector to resolve; sign on behalf when authorized to issue certain documents within the authority of the Chief Inspector as prescribed in the Working Regulations of the Government Inspectorate.
6. Implement information and reporting systems as prescribed by the Government Inspectorate. Timely report to the leadership of the Government Inspectorate on the results of assigned tasks and propose issues that need resolution, mechanisms, programs, and plans that require modification and supplementation to meet the requirements of the Government Inspectorate's tasks.
7. Fulfill other tasks assigned by the Chief Inspector.
Article 6. Responsibilities and scope of work of Deputy Division Heads
1. Assist the Division Head in managing and directing the Division’s operations; directly oversee certain areas of work according to the Division Head's assignment. When necessary, a Deputy Division Head may be authorized by the Division Head to direct the Division's activities.
2. Perform the duties and powers of the Division Head within the scope of their assignment and authorization. Report to the Division Head on the situation and results of the assigned tasks.
3. Personally bear responsibility before the Division Head, the Government Inspectorate leadership, and the law regarding proposed opinions, progress, quality, and effectiveness of task implementation, content, form, format, procedure, and process for issuing documents and handling assigned tasks.
Article 7. Responsibilities and scope of work for the Head of Department and Deputy Head of Department
1. The Head of the Office is directly responsible for leading, directing, managing, and overseeing the Office's activities and bears responsibility before the Division leadership and the law for all activities of the Office and the fulfillment of assigned tasks.
2. The Deputy Head of the Office assists the Head of the Office and bears responsibility before the Head of the Office, Division leadership, and the law for assigned work; fulfills other tasks directly assigned by the Division leadership. When necessary, they may be authorized by the Head of the Office to direct the Office's activities.
3. Specific duties and powers of the Head and Deputy Head of the International Cooperation Division shall be defined by the Division Head.
Article 8. Responsibilities and scope of work for officials and civil servants under the Bureau
1. Adhere to labor discipline, legal regulations for staff, and the regulations of the Government Inspectorate and the International Cooperation Division.
2. Proactively research and advise on the specialized field assigned; resolve assigned tasks in accordance with prescribed procedures, deadlines, and regulations; closely coordinate with other staff in the Division to resolve tasks; promptly report to the direct supervisor when encountering difficulties or new issues during task execution.
3. Adhere to speaking discipline, Code of Conduct for Inspectors, Work Rules, and Office Culture Regulations of the Government Inspectorate; implement reporting systems and file management regulations; personally bear responsibility for proposed opinions, progress, quality, and effectiveness of task implementation, content, form, format, procedure, and process for issuing documents and handling assigned tasks.
Chapter III.
WORK RELATIONSHIPS
Article 9. Implementation of the directives of the Government Inspectorate's Leadership
The International Cooperation Department shall be under the leadership and directives of the Chief Inspector, Deputy Chief Inspectors; it shall be responsible for strictly performing the assigned tasks and promptly reporting to the Government Inspectorate's Leadership on the results of its work as prescribed.
Article 10. Relations with departments, bureaus, and units under the Government Inspectorate
1. The relationship between the International Cooperation Department and other departments, bureaus, and units within the Government Inspectorate is one of coordination, exchange, and mutual support to complete tasks.
2. In cases where the International Cooperation Department is tasked with leading or coordinating with other departments, bureaus, and units within the agency to carry out assigned tasks, the International Cooperation Department shall be responsible for actively discussing and reaching consensus with the coordinating departments, bureaus, and units to resolve related issues. When presenting matters related to other departments, bureaus, and units to the Chief Inspector, written opinions from those departments, bureaus, and units must be included.
3. The International Cooperation Department shall be responsible for:
+ Coordinating with the Organization and Cadre Affairs Department in personnel management, cadre planning and implementation, staffing plans, cadre training and capacity enhancement programs;
+ Coordinating with the Office of the Government Inspectorate in budget preparation and settlement, financial and asset management systems according to state regulations; implementing monthly, quarterly, semi-annual, and annual reporting systems on departmental activities as stipulated in the Government Inspectorate's operational regulations;
+ Coordinating with the Legal Affairs Department in drafting, reviewing, and providing comments on projects and draft normative legal documents concerning foreign relations and international cooperation.
Article 11. Relationship between Department Leadership and Party and Trade Union Committees
1. Department leadership shall create conditions for the Party organization and mass organizations to operate in accordance with their charters, purposes, and objectives; coordinate with the Party committee and leaders of mass organizations to provide conditions for cadres and civil servants in the department to enhance their political and professional qualifications, achieve high work efficiency and quality; ensure democratic regulations in the operation of the agency, build a workplace culture, and administrative discipline.
2. Department leadership shall be responsible for timely and fully providing information about the department's activities and the rights of cadres and civil servants to the Party committee and leaders of mass organizations; seeking their opinions before making decisions on measures for joint leadership, political education, internal protection, strengthening unity, caring for the lives of cadres and civil servants, and organizational and cadre work within the department.
Chapter IV.
IMPLEMENTATION
Article 12. Responsibility for Implementation
1. The Director, Deputy Directors, Heads, Deputy Heads of all officers and civil servants of the International Cooperation Department shall be responsible for implementing this Regulation.
2. Any other contents related to the functions, duties, powers, and organization of the Department that are not covered in this Regulation shall be implemented according to the Operational Regulations of the Government Inspectorate and current laws and regulations.
3. Based on current regulations and this Regulation, the Director of the International Cooperation Department shall be responsible for formulating and promulgating the Operational Regulations of the unit to fulfill assigned functions and duties.
Article 13. Amending and Supplementing the Provisions
The Director of the International Cooperation Department and the Director of the Organization and Cadre Department shall be responsible for monitoring, inspecting, and urging the implementation of these Provisions; collecting feedback, studying, and promptly proposing supplements and amendments to the Provisions in accordance with the requirements of the International Cooperation Department and the Government Inspectorate.
