JOINT CIRCULAR
Amending Circular Jointly Issued No. 118/2005/TTLT/BTC-BQP dated December 22, 2005 of the Ministry of Finance - Ministry of National Defense guiding certain provisions on finance for defense companies under Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services
To align with current circumstances and ensure consistency within the system of legal documents governing defense companies, the Ministry of Finance and the Ministry of National Defense jointly issue this guidance to amend and supplement Point 2 of Part III of Circular Jointly Issued No. 118/2005/TTLT/BTC-BQP dated December 22, 2005 of the Ministry of Finance - Ministry of National Defense guiding certain provisions on finance for defense companies under Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government as follows:
"2. Allocation of funds.
Based on the annual state budget estimate assigned by the competent authority, the Ministry of National Defense shall detail the allocation of support expenses for each defense company according to the contents specified in Part II above, submit it to the Ministry of Finance for review as the basis for implementation according to current regulations; the Ministry of National Defense shall implement this through budget withdrawal.

For investment expenditures, capital supplementation, and subsidies for the two reward funds and welfare funds for defense companies from the state budget, the Ministry of Finance shall directly allocate these funds to the defense companies based on the Ministry of National Defense's proposal."
This circular takes effect fifteen days after its publication in the Official Gazette.
