WHEREAS, Article 54 and Clause 4 of Article 63 of Decree No. 111/2006/ND-CP dated September 29, 2006 of the Government guiding the implementation of the Law on Bidding and the selection of construction contractors under the Construction Law;

WHEREAS, Decree No. 61/2003/ND-CP dated June 6, 2003 of the Government stipulating the functions, tasks, and powers of the Ministry of Planning and Investment; at the proposal of the Director of the Department of Bidding Management,

Article 1. ATTACHES HERETO WITH THIS DECISION THE "MODEL OF THE INVITATION FOR PRE-QUALIFICATION DOCUMENTS FOR CONSTRUCTION PROCUREMENT CONTRACTS".

Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.

Article 3. MINISTRIES, GOVERNMENT-LEVEL ORGANIZATIONS, GOVERNMENT ORGANIZATIONS AT THE CENTRAL LEVEL, PEOPLE'S COMMITTEES AT ALL LEVELS, AND OTHER ORGANIZATIONS AND INDIVIDUALS ASSOCIATED THEREWITH ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
