MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 29/CP dated March 20, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

Based on the proposal of the Heads of the Physical Education Department, the National Defense Education Department;

DECISION:

Article 1. The attached Regulations on the Fifth National Track and Field and National Defense Sports Competition for Professional Students and Pupils in 2001 are hereby issued together with this Decision.

Article 2. These Regulations shall take effect fifteen days from the date of signature until the end of the Competition.

Article 3. The Director of the Office, the Head of the Finance Planning Department, the Heads of the Physical Education Department, the National Defense Education Department, the Chairman of the Vietnam University and Professional Sports Association, the Principals of universities, colleges, and professional schools are responsible for implementing this Decision.

CHARTER

NATIONAL BADMINTON COMPETITION FOR HIGH SCHOOL STUDENTS

 PERIOD 2001 – 2005
a) Individual and team competitions.

Article 1. Purpose.

1. Responding to the mass physical culture movement following the example of the Great President Ho Chi Minh.

2. Encouraging and motivating the training and competition activities in badminton among secondary school students and general education administrative staff.

3. Enhancing meetings, exchanges, learning experiences, and mutual understanding to contribute to building a healthy sports cultural lifestyle in schools.

4. Identifying and selecting outstanding badminton athletes for provinces, cities, and sectors to participate in national and regional competitions.

Article 2. Requirements.

1. Selection competitions from school level up to district, county, province, and city levels.

2. Athletes participating in the competition must comply with the age and category requirements stipulated in the Regulations.

Article 3. Nature of the competition and types of events.

1. Nature:

b) Competitions according to two types of championships:

National High School Badminton Championship - Trophy

 - National Badminton Championship for high school students - Contests for Proacer and 999 Rackets.

- National Championship for Badminton among Officials and General Education Teachers       Prizes from Proace and 999 Brand.

- Gold, silver, and bronze medals for team competitions for men and women.

- Gold, silver, and bronze medals for individual competitions.

2. Types of competitions for secondary school students:

a) Age 13: Men's singles, women's singles, men's doubles, women's doubles, mixed doubles.

b) Age 15: Men's singles, women's singles, men's doubles, women's doubles, mixed doubles.

c) Age 18: Men's singles, women's singles, men's doubles, women's doubles, mixed doubles, men's team, women's team.

3. Types of competitions for teachers and general education administrative staff:

a) Under 40 years old: Men's singles, women's singles, men's doubles, women's doubles, mixed doubles.

b) Under 50 years old: Men's doubles, women's doubles, mixed doubles.

c) Under 60 years old: Men's doubles, women's doubles, mixed doubles.

4. Competitions will only be held if there are at least three units participating in each event.

Article 4. Time and Location of the Competition.

* In 2001: From July 20 to July 27, 2001 in Quang Ngai.

* In 2002: Tentatively in Ninh Binh.

* In 2003: Tentatively in Binh Thuan.

* In 2004: According to the Regulations of the Phu Dong Sports Festival.

* In 2005: Tentatively in Bac Giang.

Article 5. Participants.

1. Secondary school students continuously studying in public, semi-public, private, and private schools, in good health, with average academic performance and satisfactory conduct records.

2. Secondary school students who have just completed their graduation exams may still participate in the National Student Badminton Championship immediately following the exams.

3. Teachers and general education administrative staff under the staffing of the Departments of Education and Training at provincial levels.

4. The age group of participants must correspond to their grade level:

- Age 13: Grade 6 or Grade 7.

- Age 15: Grade 8 or Grade 9.

- Age 18: Grade 11 or Grade 12.

5. Students in lower age groups may register to compete in higher age groups, but those in higher age groups cannot register to compete in lower age groups.

6. Administrative staff and teachers in higher age groups may register to compete in lower age groups, but those in lower age groups cannot register to compete in higher age groups.

- At age fifteen, students attend grade 8 or grade 9.

- At age eighteen, students attend grade 11 or grade 12.

5. Students in the lower age group are permitted to register for the examination in the higher age group; students in the higher age group are not permitted to register for the examination in the lower age group.

6. Officials and teachers in the higher age group are permitted to register for the examination in the lower age group; officials and teachers in the lower age group are not permitted to register for the examination in the higher age group.

Article 6. Number of Athletes Participating in the Competition.

1. Individual Awards:

- Each unit may send two singles and two doubles entries in each competition category.

- Each individual may participate in a maximum of 2 events.

2. Team Awards:

- Each unit may send 1 men's team (4 to 6 athletes) and 1 women's team (4 to 6

athletes).

3. Application Documents:

a) A letter from the Department of Education and Training nominating the athlete delegation.

* In 2003: Tentatively in Binh Thuan.

b) One combined registration form for the list of athletes and one detailed registration form for the events they will participate in.

Note: The application documents must be submitted in two copies to:

- The Department of Education and Training of the province hosting the competition.

- The Department of Physical Education and Sports, Ministry of Education and Training, 49 Dai Co Viet Street, Hanoi.

4. Student athletes participating in the competition must have:

a) An athlete registration form according to the model:

a) Athlete entry form according to the template:

c) A certified copy of the birth certificate (or identity card).

d) A health certificate issued by a competent health authority confirming that the athlete is fit to compete in badminton.

e) Each athlete must provide one 4x6 photo for their athlete identification card.

Competition Format and Rules.

1. Competition Format:

- Each match consists of three sets; winning two sets first wins the match.

B. Team Events:

a) The competition includes five matches in the following order:

First singles, first doubles, second singles, second doubles, third singles.

b) Each match (singles - doubles) consists of three sets; winning two sets first wins the match.

c) In the five matches, the team that wins three matches first is the winner.

2. If the number of participants is 12 (teams, singles, doubles) or fewer, they will play a round-robin tournament in the first stage, followed by direct elimination in the second stage to determine the rankings 1st, 2nd, 3rd, and 4th.

3. If the number of participants exceeds 12 (teams, singles, doubles), they will compete in a direct elimination format.

4. Competition Rules:

a) Follow the current badminton competition rules issued by the Sports Authority.

b) Fifteen minutes before the team match, the coach or team captain must submit the list of athletes to the referee and cannot change or add athletes even if there is an injury during the match.

c) Competition shuttlecock: Use 999 brand TL-02 and PROACER shuttlecocks with the following specifications: weight 5g, diameter 68mm +2, speed 760 + 5.

1. Units participating in the competition must cover their own expenses for training allowances, travel, food, accommodation, transportation, and drinking water during the competition period.

2. Cost for athlete identification cards and printing materials: 10,000 VND per person.

Awards - Disciplinary Measures - Appeals.

1. Awards:

 b) Fifteen minutes before the team match starts, the coach or team captain must submit the list of athletes to the referee, and no changes or additions to the athlete roster will be allowed even if there is an injury to an athlete during the match.

- Gold, silver, and bronze medals and prizes for individual and team events.

Article 8. Financial matters.

- Certificates of achievement awarded by the Ministry of Education and Training.

- Eligibility for preferential treatment and incentives according to the regulations on graduation and admission policies of the Ministry of Education and Training starting from the academic year immediately following the competition.

2. Disciplinary Measures:

Article 9. Awards - Disciplinary Actions - Appeals.

3. Appeals:

- Only the team leader or coach can appeal to the Organizing Committee if there is a violation of the Competition Regulations and Code of Conduct.

- Appeals must be in writing, and the Organizing Committee and Referees have the responsibility to review and resolve them promptly.

- Appeals regarding personnel matters will be handled by the Organizing Committee.

- Technical and professional appeals will be resolved on-site by the Chief Referee in collaboration with other referees.

 - Certificate of medal achievement issued by the Ministry of Education and Training.

 - Entitled to preferential and incentive regimes according to the examination regulations and admission regulations of the Ministry of Education and Training starting from

 the academic year immediately following the award.

2. Disciplinary Measures:

Participants who violate the Regulations and Competition Rules of the event and engage in inappropriate behavior will be subject to disciplinary action ranging from warning to disqualification from the competition and notification throughout the sector.

3. Appeals:

- Only team leaders and coaches have the right to appeal to the Organizing Committee if there is a violation of the Regulations and Competition Rules.

- Appeals must be in writing, and the Organizing Committee and Arbitration Board are responsible for timely review and resolution.

- Appeals regarding personnel matters are resolved by the Organizing Committee.

- Appeals concerning technical and professional matters are handled on-site by the Chief Referee in coordination with other referees.

Amendment and Supplement to the Regulations.

- Technical and professional complaints shall be resolved on-site by the presiding arbitrator in conjunction with the other arbitrators.

 Referees shall handle them on-site.

Article 10. Directing and Entrusting the Organization of the Competition.

1. The tournament's direction work is jointly managed and directed by the Ministry of Education and Training, the Vietnam Badminton Federation, and the local organizing unit. The permanent office is the Department of Physical Education - Ministry of Education and Training.

2. The Ministry of Education and Training entrusts the Departments of Education and Training at provincial levels to coordinate with relevant departments at localities hosting the national high school badminton competition:

* In 2001: The Department of Education and Training of Quang Ngai Province.

* In 2002: It is planned to entrust the Department of Education and Training of Ninh Binh Province.

* In 2003: It is planned to entrust the Department of Education and Training of Binh Thuan Province.

* In 2004: It is planned to entrust the Department of Education and Training of Thua Thien-Hue Province.

* In 2005: It is planned to entrust the Department of Education and Training of Bac Giang Province.

Article 11. Amending and Supplementing the Regulations.

- Annually, the Ministry of Education and Training will provide detailed guidance and supplement, amend the Regulations when necessary to suit the actual situation of badminton training and competition activities in secondary schools.

- Annually, the Ministry of Education and Training will provide detailed guidance and make necessary amendments and supplements to the Regulations when deemed necessary to align with the actual practice of badminton training and competition activities in general education schools at all levels.
