DECISION OF THE MINISTER OF EDUCATION AND TRAINING
Regarding the amendment and supplementation of the Admissions Regulations
for universities, colleges, and vocational high schools in the regular system
(Issued pursuant to Decision No. 05/1999/QĐ-BGD&ĐT dated February 23, 1999,
which has been amended and supplemented by Decision No. 20/2000/QĐ-BGD&ĐT
dated June 8, 2000 of the Minister of Education and Training)

BASED ON DECREE NO. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 29/CP dated March 30, 1994, stipulating the tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the University Department;
DECISION:
Article 1. Amending and supplementing some Articles of the Admissions Regulations for universities, colleges, and vocational high schools in the regular system issued pursuant to Decision No. 05/1999/QĐ-BGD&ĐT dated February 23, 1999, which has been amended and supplemented by Decision No. 20/2000/QĐ-BGD&ĐT dated June 8, 2000 of the Minister of Education and Training.
1) Clause 1 of Article 1 is amended as follows:
1. Annually, universities (ĐH), colleges (CĐ), and vocational high schools (THCN) with admission quotas shall organize one unified entrance examination for the regular system. Some universities, central colleges located in Hà Nội and Hồ Chí Minh cities, and teacher training colleges where there are university teacher training schools or universities with teacher training departments will not organize separate entrance examinations but will use the results of the unified university entrance examination of candidates in the same examination group within their recruitment areas for admission purposes.
The principals of the schools are responsible for implementing all stages of the admissions process: preparing the examination questions (if not using the common examination questions of the Ministry of Education and Training), organizing the examination, grading and re-grading, admitting candidates, and summoning admitted candidates in accordance with the provisions of the Admissions Regulations.
Schools that use the common examination questions of the Ministry of Education and Training still establish an Examination Question Board to be responsible for receiving examination questions from the Ministry of Education and Training, printing and distributing them, packaging, storing, and using them in accordance with the provisions of the Admissions Regulations.
2) Article 8, adding Clause 3 as follows:
3. Registration for Admission (ĐKXT)
a) Candidates who wish to study at universities or colleges that do not organize entrance examinations as stipulated in Clause 1 of Article 1 of the Admissions Regulations or who have not been admitted to the universities they applied for may use the Certificate of Entrance Examination Results issued by the university organizing the examination in the same year to submit registration forms for admission to other universities or colleges in the same examination group within the specified recruitment area.
b) Candidates who only wish to study at colleges that do not organize entrance examinations as stipulated in Clause 1 of Article 1 of the Admissions Regulations must submit registration forms for the entrance examination and take the examination at a university in the same examination group but with a reduced syllabus suitable for college level. These candidates are not eligible for admission to universities but can use the Certificate of Entrance Examination Results issued by the university organizing the examination in the same year to submit registration forms for admission to other colleges in the same examination group within the specified recruitment area.
c) Candidates registering for admission to a school where they have already taken the examination do not need to submit registration forms for admission and admission fees. Candidates registering for admission to a school where they have not taken the examination only need to submit registration forms for admission. Candidates registering for admission to a school that does not organize entrance examinations must submit registration forms for admission and admission fees to the school according to the prescribed deadlines.
The submission of registration forms for admission can be carried out in two ways as follows:
- Candidates directly go to the school to submit registration forms for admission and admission fees.
Candidates submit registration forms for admission and admission fees to the school through the Post Office (submission time calculated based on the postmark).
The registration form for admission includes:
- A photocopied Certificate of Entrance Examination Results issued by the school organizing the examination (according to the model of the Ministry of Education and Training).
- A photocopied test card with a photograph attached.
- A registration form for admission (according to the model of the Ministry of Education and Training).
- An envelope with sufficient stamps and the candidate's contact address clearly marked for the school to send the admission result notification.
In cases where candidates simultaneously submit multiple registration forms for admission to the same major or examination group of a school, only one registration form will be valid for admission purposes. That is the registration form that the Examination Committee of the school has affixed the candidate number to and the candidate has participated in the examination with that candidate number.
3) Step 3 of Article 17 is amended as follows:
Before printing each subject examination question, the Head of the Examination Question Board of the Ministry of Education and Training and of the schools that prepare their own examination questions must invite experienced and qualified staff to review the examination questions. At the examination question preparation site, under conditions of not contacting the question preparers, not contacting the answers and marking schemes proposed by the Head of the subject, the reviewer will directly solve the questions in detail and build their own answers to ensure:
- Compliance with the requirements and content of the examination questions as stipulated in Article 16 of this Regulation; it is absolutely necessary not to prepare questions outside the curriculum or beyond the curriculum.
- Identifying errors in content, wording, symbols, spelling...
- Providing comments on the answers and marking schemes. The Head of the Examination Question Board will handle the review results and direct the typing, printing, packaging, storage, distribution, and use of the examination questions in accordance with the provisions of Article 18 of the Admissions Regulations.
The person reviewing the examination questions must be isolated from the external environment and managed like the examination question preparers.
4) Article 26 is amended as follows:
Article 26. Grading examination papers and preparing the grading record.
1. Marking scale: - The marking scale for examinations is out of 10 points. Minor points can be awarded up to 0.25 points. If the total score has a decimal from 0.25 to under 0.75, it shall be rounded to 0.5; if the decimal is 0.75 or more, it shall be rounded to 1.0.
For special subjects, a different marking scale may be used, but the total score must be converted to a scale of 10 points and then multiplied by the prescribed coefficient. Graders must mark according to the scale of 10 points. The calculation of coefficients shall be performed by computer.
- For schools that set their own examination questions, graders must grade according to the marking scale and officially approved answers, without rounding off scores. For schools using common examination questions provided by the Ministry of Education and Training, the answers and marking scales must be approved by the Examination Question Committee Head of the Ministry of Education and Training. Correct answers with creative solutions different from the official answers may be awarded bonus points. The level of bonus points shall be proposed by the grader and decided by the Examination Subject Head upon recommendation by the Examination Subject Committee Head, but not exceeding 1 point.
2. Processing grading results and preparing the grading record. The Secretariat compares the results of two grading sessions and processes them as follows:
a) If the results of the two grading sessions are identical, the two graders will agree on rounding off the scores, record the scores on the examination paper and Form 4, and sign to confirm on both the examination paper and Form 4. In cases where the total scores are identical or differ by 0.25 points but the component scores differ, the two graders will check and agree on the correct score according to the official answers.
b) If the results of the two grading sessions differ by 0.5 points or more, the examination paper and the first grading sheet will be withdrawn and given to the Examination Subject Head to organize a third direct grading session on the candidate's work with a different ink color. In this case, if the results of two out of three grading sessions are identical, the identical score will be taken as the official score. If the results of all three grading sessions differ, the Examination Subject Head will take the average of the three scores as the final score. The Examination Subject Head will round off the score, record the score on the examination paper and Form 4, and sign to confirm on both the examination paper and Form 4. Any incorrect added scores must be corrected immediately.
c) When there is insufficient number of graders as required, schools may enter into contracts for grading with other schools having basic scientific staff, but the Secretariat of the Examination Committee of the main school must be responsible for the following stages: bundling the examination papers, numbering the envelopes, opening the envelopes, printing Form 4, answers, and marking scales, and sample grading sheets. The school receiving the grading assignment must issue a decision to establish the Examination Committee and be responsible for fully implementing the regulations on grading as stipulated in Articles 24, 25, 26, and 27 of the Admissions Regulation. If there is a shortage of graders, schools are allowed to invite lecturers from universities and colleges and high school teachers who have no relatives (spouses, children, or siblings) taking the exam at the school, but they must obtain written consent from the main school managing those staff members.
5) Clause 2 of Article 30 is amended as follows:
2. Procedure for establishing admission scores and examination scores:
General Principles
Universities and colleges base on the assigned enrollment quota, after deducting the number of students admitted directly (including the number of preparatory students of the school and central ethnic preparatory university students allocated to the school), refer to the statistical scores provided by the computer for candidates and regions participating in the admissions region, based on the priority score framework, the Secretariat submits to the Examination Committee for consideration and decision on the admission score scheme according to the model table in Appendix 1 of the Admissions Regulation to meet the assigned quota.
Schools that admit students by major or group must establish separate admission score tables for each major and group.
Specific Provisions
a) For universities using common examination questions provided by the Ministry of Education and Training.
Based on general principles, depending on the examination results of the candidates, schools allocate up to 80% of the assigned quota to admit candidates applying for the first choice (NV1) and reserve at least 20% of the assigned quota (for schools admitting by major, the ratio applies to each major) to admit candidates applying for the second choice (NV2) and third choice (NV3). The total number of candidates admitted through NV1 and examined through NV2 and NV3 shall not exceed the assigned quota.
Before August 15th each year, universities must publish statistics on scores for NV1, NV2, and NV3. After determining the admission scores, schools may announce the examination results of all candidates, clearly noting those candidates applying for admission to other schools through NV2 and NV3.
Before August 31st each year, universities and colleges announce the admission scores for NV1 and examination scores for NV2 and NV3; lists of candidates admitted through NV1, NV2, and NV3, and send certificates of examination results to the Departments of Education and Training for transfer to the candidates.
Candidates admitted through NV1 are not eligible to be examined for admission to other schools through NV2 and NV3, except for universities that do not conduct entrance examinations.
The examination score for NV2 for each region and category must be higher than NV1 by 1 point, and the examination score for NV3 for each region and category must be higher than NV1 by 2 points (before multiplying by the coefficient). This difference in scores applies to all cases of applying for admission through NV2 and NV3, regardless of whether the application is within the same school or for other schools.
If the number of candidates meeting the examination score for NV2 and NV3 exceeds the recruitment quota, for each region and category, select candidates starting from the highest score until the quota is filled while maintaining the score difference between the choices. At a certain score level where the quota is still exceeded, at that score level, only certain regions and categories will be admitted in order of priority: Region 1, Priority 1, Region 2, Priority 2.
If the number of candidates admitted through NV1, NV2, and NV3 who report to the school for registration is less than the assigned quota, the Examination Committee may lower the admission scores for all candidates who have taken the examination or applied for admission to the school while maintaining the score difference between the choices.
b) For universities and colleges that do not organize their own admission examination but use the results of the national university entrance examination of the same year to select candidates, from August 15 to September 10 each year, they shall organize the collection of registration files for candidates. Based on general principles, based on statistical points provided by computers and according to the regulations on recruitment areas, the Secretariat shall submit to the Admissions Committee for consideration and decision on the selection score scheme according to the model table in Appendix 1 of the Admissions Regulations to meet the assigned quota.
For schools that do not conduct examinations, the second choice recorded on the Certificate of Examination Results shall be considered as the first choice, and the third choice shall be considered as the second choice. The point difference between choices and the handling of surplus or shortage of quotas shall be implemented as stipulated in Point a of this Clause.
c) For universities and colleges that organize their own entrance examination with their own test questions, based on general principles, they shall establish selection scores only for candidates who have taken the examination at their institution.
When establishing selection scores or lowering selection scores to meet the quota, if the scores are too low, the institutions must report and seek guidance from the Ministry of Education and Training before the Admissions Committee makes a formal decision. Special cases will be examined and decided by the Ministry of Education and Training.
đ) Before October 31 each year, based on the list of candidates admitted through the second and third choices sent by the institutions, the institutions shall grade the examination papers and hand over all examination papers of admitted candidates to relevant institutions to implement the verification process as stipulated in Article 33 of the Admissions Regulations.
Article 2. This Decision takes effect from the date of signing. All previous provisions contrary to this Decision are abolished.
Article 3. The Heads of the Office, Directors of the University Department, Directors of the Secondary Vocational Education Department, Heads of the Education Inspectorate, Rectors of National Universities, Rectors of Thai Nguyen, Da Nang, Hue Universities, Principals of universities and colleges, and Directors of Provincial Departments of Education and Training are responsible for implementing this Decision.
