DECISION OF THE MINISTER OF FINANCE
Regarding the implementation of the project ứto apply information technology in collecting,
paying individual business household commercial taxes
THE MINISTER OF FINANCE
Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 25/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the State Treasury under the Ministry of Finance;
Pursuant to Decision No. 281/HĐBT dated August 7, 1990 of the Council of Ministers on the establishment of the national tax collection system;
To strengthen management and improve the efficiency of state budget revenue management work;
At the proposal of the Director General of the State Treasury, the Director General of the Tax General Department, and the Head of the Information Technology Management Board;
DECISION:
Article 1. Approves the project Applying information technology in collecting, paying individual business household commercial taxes attached to this Decision.
Article 2. The State Treasury assigns the Central State Treasury to coordinate with the Tax General Department to provide detailed guidance on: Collection procedures; design, organization of printing, and management of payment receipts for the implementation of this project.
Article 3. Establishes the Project Management Board for Applying Information Technology in Collecting, Paying Individual Business Household Commercial Taxes (Annex attached). The Project Management Board is responsible for managing and directing the implementation of the project according to the schedule approved by the Ministry; it may requisition some staff from the Central State Treasury, the Tax General Department, and the Information Technology Management Board to assist during the implementation period.
Article 4. The Central State Treasury is assigned as the project owner, coordinating with the Tax General Department and the Information Technology Management Board to research and develop management mechanisms, operational procedures, technical infrastructure, and software programs for uniform application at units implementing the project.
Article 5. The Information Technology Management Board is assigned to compile the budget estimate for implementing the project to submit to the Ministry of Finance for approval and allocation to the Project Management Board.
Article 6. The Central State Treasury, the Tax General Department, and the Information Technology Management Board are assigned to cooperate in piloting the project in Ho Chi Minh City. Afterward, they will evaluate the results and report to the Ministry of Finance for consideration and approval to expand the project according to the plan.
Article 7. This Decision takes effect from the date of signing. The Director General of the State Treasury, the Director General of the Tax General Department, the Head of the Information Technology Management Board, and the heads of relevant units under the Ministry of Finance are responsible for enforcing this Decision./.
