DIRECTIVE

On strengthening measures to ensure safety for the university and college admission examination in 2004

___________________________

In order to strengthen measures to ensure safety for the university and college admission examination in 2004 and strictly implement the current Admissions Regulations, the Ministry of Education and Training requests the Chairpersons of the Admissions Councils of universities, academies, and colleges (hereinafter referred to collectively as schools) to directly direct, inspect, and urge the following key tasks:

1. Fully implement measures to ensure safety and confidentiality of the admission examination questions from the question-setting stage to transportation, storage, and use. Schools assigned by the Ministry of Education and Training to print the questions must organize printing well, ensuring the confidentiality and safety of the questions until they are handed over to the Admissions Councils of universities. When transporting questions from the printing location to the school and from the school to examination venues, local police officers and security personnel of the school must accompany them, including those under the defense and public security sectors. Before distributing and opening the questions, carefully check the subject name to avoid confusion. Distribute and open the questions at the prescribed time. Strictly manage surplus questions to prevent them from leaking out of the examination area.

By July 15, 2004, the Chairpersons of the Admissions Councils of the schools shall be responsible for returning all unused backup questions to the Examination Administration and Quality Assurance Department of the Ministry of Education and Training in their original sealed condition.

The Head of the Question Setting Committee shall directly select and appoint relevant staff involved in the questions, ensuring that no staff member with relatives (spouse, children, siblings) participating in the examination is involved in the question setting process. If any negative signs are detected, immediately cooperate with local police to take timely measures.

2. Absolutely prevent any confusion or errors in compiling the examination room lists, numbering registration numbers, and phach numbers. Develop plans to change seating arrangements in examination rooms to prevent cheating through exploiting alphabetical order in registration numbers.

The list of candidates taking the examination in each room must include photographs for immediate verification during examinations and when calling admitted students for enrollment.

Strictly prohibit candidates from bringing unauthorized materials and items into the examination area. The Admissions Councils need to adopt appropriate measures to enforce this regulation.

If a candidate still carries unauthorized materials or items upon entering the examination room, regardless of whether they are used or not, the examination must be immediately terminated.

Examiners who fail to firmly handle candidates violating the Regulations, and admissions staff who assist candidates in answering examination papers in any form or commit other violations must be immediately suspended from work for investigation and handling according to the Regulations.

Cooperate with local police to maintain security outside examination venues, resolutely preventing any disorder such as reading answers aloud, throwing materials into the examination area, selling answers, or other acts disrupting security.

3. Conduct thorough training for those involved in the admissions process, including students or staff mobilized from schools or other agencies.

4. Coordinate with local authorities and relevant departments to develop contingency plans for unusual incidents, particularly natural disasters. Upon occurrence of any incident, promptly report to request guidance from the Ministry of Education and Training.

5. After each examination session, quickly report to the Ministry of Education and Training on the admission examination situation of the school (via fax: 04.8681550 or phone: 04.8692392, 04.8681386, email: [email protected]).

6. Strictly adhere to current regulations regarding the confidentiality of phach numbers and marking of examination papers, including re-marking. Separate rooms for first-round marking from second-round marking must be arranged. Clearly define individual responsibilities of staff involved in managing examination papers to prevent swapping, adding to, or other forms of cheating.

7. Issuing certificates of examination results must comply with the Regulations, not handwritten, and signed by the Chairperson of the Admissions Council and stamped with the school's red seal.

8. Schools not organizing admissions examinations must base on the candidates' application files to enter examination results into computers, compile statistics, and establish admission score criteria for each region and category.

Absolutely refrain from using online information for admissions.

9. For admitted candidates, to effectively implement the inspection measures stipulated in the Regulations, immediately after calling for enrollment, verify photographs, handwriting, and compare high school academic records to detect and address any violations. If there are suspicious signs, request the Ministry of Education and Training to conduct a review of these candidates' examination papers according to the Regulations.

Schools conducting marking must transfer photographs and examination papers of second and third round admitted candidates to admissions schools for verification and management according to the Regulations.

10. Strictly supervise, inspect, and audit all stages of the admissions process, from preparation to examination supervision, marking, admissions, and implementation of quotas. Proactively identify and rectify any errors or violations. Comply with audit activity requirements as prescribed.

The Ministry of Education and Training requires the Chairpersons of the Admissions Councils of the schools to strictly implement this Directive.

This Directive must be disseminated to all candidates and those involved in the admissions process./
