Regarding the adjustment of administrative boundariesexpanding the city of Ninh Binh,

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
CONSIDERING the proposal of the Minister of Home Affairs and the Chairman of the People's Committee of Ninh Binh Province,
DECREE:
Article 1. NOW, to adjust the administrative boundaries to expand the city of Ninh Binh, province of Ninh Binh as follows:
Transfer 3,516.80 hectares of natural area and 39,934 population, including all communes Ninh Khanh, Ninh Nhat, Ninh Tien, Ninh Phong, Ninh Son, Ninh Phuc under Hoa Lu District to the management of the city of Ninh Binh.
The city of Ninh Binh has 4,674.80 hectares of natural area and 102,539 population, with 14 subordinate administrative units including wards Tan Thanh, Phuc Thanh, Dong Thanh, Nam Thanh, Thanh Binh, Nam Binh, Van Giang, Bich Dao and communes Ninh Khanh, Ninh Nhat, Ninh Tien, Ninh Phong, Ninh Son, Ninh Phuc.
Administrative boundaries of the city of Ninh Binh: East borders Hoa Lu District and Nam Dinh Province; West borders Hoa Lu District; South borders Hoa Lu District and Hoa Lu District; North borders Hoa Lu District.
After adjusting the administrative boundaries to expand the city of Ninh Binh:
Hoa Lu District retains 10,343.20 hectares of natural area and 66,356 population, with 11 subordinate administrative units including communes Truong Yen, Ninh Hoa, Ninh Giang, Ninh My, Ninh Khang, Ninh Xuan, Ninh Van, Ninh Hai, Ninh An, Ninh Thang and town Thien Ton.
Article 2. This Decree shall take effect fifteen days after its publication in the Official Gazette. All previous provisions contrary to this Decree are hereby abolished.
Article 3. The Chairman of the People's Committee of Ninh Binh Province, the Minister of Home Affairs and the Heads of relevant agencies are responsible for implementing this Decree.
