Regarding the establishment of the Central Seafood Seed Center for Central Vietnam

Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Considering the report No. 48/TTr-TT3 dated March 15, 2004, of the Third Fisheries Research Center;
At the proposal of the Director of the Personnel Department,
DECISION:
Article 1The Central Seafood Seed Center for Central Vietnam (hereinafter referred to as the Center) is established under the Third Fisheries Research Center.
The Central Seafood Seed Center for Central Vietnam (hereinafter referred to as the Center) is a public service unit with its own seal and bank account. Its main office is located in Xuân Đông Village, Vạn Hưng Commune, Vạn Ninh District, Khanh Hoa Province.
Article 2The Center has functions and tasks:
A. Functions.
Conducting scientific and technological research on seeds and aquaculture in the Central region
B. Tasks:
1. Researching and experimenting to improve the genetic quality of saltwater and brackish water fish species to produce high-quality, disease-free seafood seeds.
2. Researching and developing gene preservation technology, seed production technology, and aquaculture technology for saltwater and brackish water fish species, establishing technical standards, and breeding stock management regulations to ensure quality, including local breeds, newly domesticated breeds, or imported breeds that have been successfully domesticated.
3. Ensuring the supply of original aquatic seeds and aquaculture techniques to provincial fisheries centers, first-level seed farms, and economic entities involved in seed production. Implementing marine aquaculture development research.
4. Testing new seed varieties, feed, biological preparations, chemicals, and veterinary drugs for aquaculture.
5. Cooperating with the National Fisheries Extension Center and other units within and outside the industry responsible for extension services to transfer scientific and technological advancements, participate in training and upgrading technical staff and fisheries extension officers for provinces in the Central region.
6. Exchanging scientific and technological information, economics, and management in the field of aquaculture and seed production.
7. Participating in international cooperation activities and exchanging marine genetic materials with other countries as assigned by the Ministry.
8. Managing and using the Center's facilities, funds, and labor in accordance with the law and the Ministry's regulations for their intended purposes effectively.
9. Fulfilling other tasks assigned by the Ministry through the Third Fisheries Research Center.
Article 3The Center shall have one Director and one to two Deputy Directors. The Director of the Center shall be appointed by the Minister of Fisheries upon the recommendation of the Director of the Third Fisheries Research Center. The Deputy Directors of the Center shall be appointed by the Director of the Third Fisheries Research Center upon the recommendation of the Director of the Center.
The Center shall have four departments:
1. Office (Comprehensive, Information, Administrative, Accounting ...)
2. Department of Scientific and Technological Research on Seeds
3. Department of Scientific and Technological Research on Aquaculture
4. Song Lo Marine Development Research Center (Nha Trang)
The Center's staffing and salary fund shall be drawn from the staffing and salary fund of the Third Fisheries Research Center. Additionally, the Center may hire contractual workers based on job requirements. The wages and other benefits of contractual workers shall be paid by the Center in accordance with the Labor Law.
Article 4This Decision shall take effect fifteen days after its publication in the Official Gazette.
The Head of the Office, Heads of Departments, Inspectors, Directors of Provincial Fisheries Departments, Directors of Provincial Agriculture and Rural Development Departments managing fisheries, Director of the Third Fisheries Research Center, and Director of the Central Seafood Seed Center for Central Vietnam are responsible for implementing this Decision.
