DECISION

Regulations on the functions, tasks, and organizational structure of the North Central Aquaculture Research Institute

MINISTER OF AQUATIC RESOURCES

Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;

Pursuant to Decision No. 09/2005/QĐ-BTS dated March 7, 2005, of the Minister of Fisheries, stipulating the functions, tasks, powers, and organizational structure of the Institute of Aquaculture I;

At the proposal of the Director of the Institute of Aquaculture I and the Head of the Cadres and Organization Department.

DECISION:

Article 1. Position and Function

The North Central Aquaculture Research Institute (hereinafter referred to as the Institute) is a scientific public service unit under the Institute of Aquaculture I; its function is to conduct research, experimental work, and technology transfer related to aquatic species and aquaculture in the northern central provinces (from Thanh Hoa Province to Thua Thien Hue Province).

The Institute has its own seal and is authorized to open accounts at commercial banks and state treasuries.

The Institute's English name for transactions is Aquaculture Research Sub-Institute For North Central, abbreviated as ARSINC.

The Institute's headquarters is located in Nghi Hai Ward, Cu Lo Town, Nghe An Province.

Article 2. The Institute shall have the following tasks:

1. To develop long-term and annual scientific research and technology plans for aquaculture; to implement them after approval by the Director of the Institute of Aquaculture I.

2. To study aquatic resources and biodiversity in aquaculture areas of the northern central provinces; to propose directions for development and management solutions for aquaculture that are suitable with industry and local planning.

3. To study and assess disease conditions and environmental impacts on aquaculture; to propose management and control measures for diseases and the environment to ensure sustainable aquaculture development; to manage environmental monitoring stations.

4. To implement applied research, experimental work, and trials regarding breeding, feed, farming, and environmental conditions; to apply appropriate aquaculture technologies for different species.

5. To study and apply domestic fishing technology, post-harvest technology, and socio-economic issues related to aquaculture in the northern central provinces.

6. To implement basic research in nutrition, physiology, biochemistry, and reproduction of specific aquatic species assigned by the Director.

7. To carry out fishery promotion activities; to provide technical advice and develop aquaculture projects and zoning plans for localities.

8. To develop and implement international cooperation projects and projects with institutions and localities in the field of aquaculture.

9. To perform scientific and technological information activities to support research projects; to manage scientific files and materials of the Institute.

10. To manage personnel, assets, and finances of the Institute and subordinate units in accordance with the law.

11. To perform other tasks assigned by the Director of the Institute of Aquaculture I.

Article 3. Organizational Structure

The Institute shall have one Director and not more than two Deputy Directors.

The Director shall be appointed by the Minister of Fisheries upon the recommendation of the Director of the Institute of Aquaculture I. Deputy Directors shall be appointed by the Director upon the recommendation of the Director.

The organizational structure of the Institute includes:

1. Administrative Office;

2. Breeding Technology Research Room (including Cua Hao Breeding Station);

3. Aquaculture Technology Research Room (including Cau Bung Brackish Water Farming Station);

4. Environmental Monitoring and Disease Research Room.

Article 4. Effectiveness

This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. Responsibilities for Implementation

The Director of the Institute of Aquaculture I is responsible for coordinating with relevant agencies and units to establish and promulgate operational regulations for the Institute.

The Heads of the Ministry’s Office, Heads of Departments, Inspectors General, Heads of Units under the Ministry, Directors of Fisheries Departments, Directors of Agriculture and Rural Development Departments managing fisheries affairs, the Director of the Institute of Aquaculture I, and the Director of the North Central Aquaculture Research Institute are responsible for implementing this decision./.
