CIRCULAR

Prescribing the Framework Program for intermediate vocational level and higher vocational level

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;

Pursuant to the results of the appraisal by the Appraisal Council and the proposal of the General Vocational Training Administration regarding the issuance of the framework program for intermediate vocational level and higher vocational level for the following trades: Tour guiding; Travel management; Culinary techniques; Hotel management;

The Ministry of Labor, War Invalids and Social Affairs hereby prescribes the framework program for intermediate vocational level and higher vocational level for the above-mentioned trades as follows:

Article 1. Scope of Regulation and Objects of Application:

This Circular stipulates the framework program for intermediate vocational level and higher vocational level to be applied to public and private vocational training institutions (hereinafter referred to as vocational training institutions) that have registered to provide vocational training for the trades specified in this Circular;

The framework program for intermediate vocational level and higher vocational level prescribed in this Circular is not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework program prescribed in this Circular includes:

1. The framework program for intermediate vocational level and higher vocational level for the trade "Tour guiding" (Annex 1);

2. The framework program for intermediate vocational level and higher vocational level for the trade "Travel management" (Annex 2);

3. The framework program for intermediate vocational level and higher vocational level for the trade "Culinary techniques" (Annex 3);

4. The framework program for intermediate vocational level and higher vocational level for the trade "Hotel management" (Annex 4).

Article 3. Responsibilities for developing vocational training programs:

Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the trades specified in this Circular shall organize the development, appraisal, and approval of the vocational training programs of their respective institutions.

Article 4. Implementation provisions:

1. This Circular takes effect 45 days from the date of signature;

2. Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees, the Central Committee for Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, specialized intermediate vocational schools that have registered to provide vocational training at the intermediate vocational level and higher vocational level for the trades specified in this Circular, and related units are responsible for implementing this Circular./.
