Pursuant to the Law on Science and Technology 2000;
Pursuant to the Education Law 2005 and the Law Amending and Supplementing Certain Articles of the Education Law 2009;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;
Pursuant to Decision No. 58/2010/QĐ-TTg dated September 22, 2010 of the Prime Minister promulgating the "University Charter";
Considering the proposal of the Director of the Science, Technology and Environment Department,
The Minister of Education and Training hereby decides:
Article 1. Attached herewith are the regulations on the management of the Ministry-level Science and Technology Program of the Ministry of Education and Training.
Article 2. These Circulars shall take effect from June 24, 2012.
Article 3. The Director of the Office, Heads of the Department of Science, Technology and Environment, Heads of units under the Ministry of Education and Training, Rectors of universities, Principals of colleges, Directors of research institutes, Directors of scientific research centers directly under the Ministry of Education and Training are responsible for implementing these Circulars./.
