Issuing the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Higher Vocational Qualifications for certain occupations belonging to the following groups:
Production and Processing - Engineering Technology - Life Sciences - Business and Management - Agriculture, Forestry, and Aquaculture - Hotel, Tourism, Sports, and Personal Services Pursuant to the Vocational Training Law, November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP, December 25, 2007, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
BusinessPursuant to Decision No. 86/2008/QĐ-TTg, July 3, 2008, of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Vocational Training under the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decision No. 53/2011/QĐ-TTg, September 27, 2011, amending and supplementing Article 3 of Decision No. 86/2008/QĐ-TTg, July 3, 2008, of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Vocational Training under the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decision No. 58/2008/QĐ-BLDTBXH, September 6, 2008, of the Minister of Labor, Invalids, and Social Affairs promulgating regulations on framework programs for intermediate vocational qualifications and higher vocational qualifications;
Considering the proposal of the Director-General of the General Department of Vocational Training.
The Minister of Labor, Invalids, and Social Affairs issues this Circular stipulating the framework program for intermediate vocational qualifications and higher vocational qualifications for certain occupations belonging to the following groups: Production and Processing - Engineering Technology - Life Sciences - Business and Management - Agriculture, Forestry, and Aquaculture - Hotel, Tourism, Sports, and Personal Services as follows:
Attached to this Circular are the framework programs for intermediate vocational qualifications and higher vocational qualifications for the following occupations: Grain Processing; Fashion Design; Ship Control; Telecommunications Base Station Installation Technology; Building Ceramic and Porcelain Production; Road Construction Machinery Operation; Foundation Construction Machinery Operation; Biotechnology; Petroleum and Gas Business Management; Food Crop Cultivation; Front Desk Management (higher vocational qualification) - Front Desk Service (intermediate vocational qualification); to be applied to public and private vocational training institutions that have registered to provide training for these occupations but not mandatory for foreign-invested vocational training institutions.
1. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Grain Processing" (Annex 1).
2. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Fashion Design" (Annex 2).
3. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Ship Control" (Annex 3).
Article 1. 4. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Telecommunications Base Station Installation Technology" (Annex 4).
5. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Building Ceramic and Porcelain Production" (Annex 5).
6. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Road Construction Machinery Operation" (Annex 6).
7. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Foundation Construction Machinery Operation" (Annex 7).
8. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Biotechnology" (Annex 8).
9. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Petroleum and Gas Business Management" (Annex 9).
10. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Food Crop Cultivation" (Annex 10).
11. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Front Desk Management" (higher vocational qualification), "Front Desk Service" (intermediate vocational qualification) (Annex 11).
Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide training for the occupations specified in Article 1 of this Circular shall organize the development, review, and approval of their vocational training programs.
Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial people's committees, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide intermediate vocational qualifications and higher vocational qualifications for the occupations specified in this Circular and related units are responsible for implementing this Circular.
This Circular takes effect from September 11, 2012./.
11. The framework program for intermediate vocational level, the framework program for higher vocational level for the occupation "Front Office Management" at higher vocational level, "Front Desk Operations" at intermediate vocational level (Annex 11).
Article 2. Based on the provisions of this Circular, the Rectors of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the occupations specified in Article 1 of this Circular shall organize the development, review, and approve the vocational training programs of their institutions.
Ministries, ministerial-level agencies, government-affiliated agencies, political-social organizations, provincial and municipal People's Committees under the central government, the General Vocational Training Administration, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training at intermediate vocational level and higher vocational level for the occupations specified in this Circular, and related units shall be responsible for implementing this Circular.
Article 3. This Circular takes effect from September 11, 2012./.
