Regulations on the Conditions for Operation of Sports Facilities Organizing Roller Skating Activities

Pursuant to the Law on Physical Education and Sports No. 77/2006/QH11 dated November 29, 2006;
“1. Position
Pursuant to Decree No. 7841/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 69/2008/NĐ-CP dated May 30, 2008 of the Government on policies encouraging socialization in educational, vocational training, health, cultural, sports, and environmental activities;
Article 1. This Circular stipulates special conditions for organizing training and competitions in Golf.
The Minister of Culture, Sports and Tourism hereby promulgates this Circular stipulating the conditions for operation of sports facilities organizing roller skating activities.
Article 1. Scope of Regulation
This Circular details the conditions regarding infrastructure, training equipment, and professional staff of sports facilities organizing roller skating activities. Roller skating is a physical activity involving coordinated movements performed on roller skates for balance maintenance, spinning, sliding, obstacle crossing, entertainment, and health improvement.
Article 2. Applicability
This Circular applies to organizations and individuals organizing roller skating activities in Vietnam.
Article 3. Issuance of Certificate of Compliance with Operating Conditions
Article 1. A sports facility organizing roller skating activities must be a sports enterprise that has obtained a business license certifying compliance with the required conditions according to the procedures prescribed in Clause 5, Article 55 of the Law on Physical Education and Sports.
Article 2. When organizing high-performance sports training and competition activities in roller skating, sports facilities must ensure the standards for infrastructure and equipment as stipulated in Article 43 of the Law on Physical Education and Sports.
Article 4. Conditions Regarding Infrastructure
The location for roller skating activities must meet the following requirements:
1. The roller skating training ground must have an area of at least 300 square meters, with a minimum training density of 5 square meters per person.
2. The surface of the ground must be flat, possibly with slopes (waves) and obstacle models. For flat areas, the surface must be smooth and non-slippery; for areas with slopes and obstacle models, it must be treated according to specialized design techniques with a smooth and non-slippery surface, safe angles without danger to players, and a slope angle not exceeding 30°. The width of slopes and obstacle models must be at least 2 meters.
3. Sound levels must comply with national technical standards.
4. There must be a stock of common medicines, initial first aid equipment, and registration for linkage with the nearest healthcare facility.
5. There must be a changing room and storage area for personal items and bicycles.
6. There must be a notice board specifying training hours, prohibiting gambling in any form, smoking, and drinking alcohol during training, and other relevant matters.
7. Ensure operating hours, security, hygiene, environment, labor safety, fire prevention, and explosion control in accordance with the law.
Article 5. Conditions Regarding Training Equipment
1. Personal protective equipment for participants must include:
a) Elbow pads, knee pads;
b) Helmets;
c) Roller skates.
2. Roller skates used must meet the following specifications:
a) The skates must have secure fastenings, ensuring a snug fit, not loose, with the shoe upper not tilting more than 45° to either side after being put on and fully fastened;
b) The wheels must be made of soft rubber with good elasticity, using ball bearings with two bearings per wheel separated by a spacer, not using single-axis wheels;
c) The frame supporting and mounting the wheels (frames): - Made of aluminum alloy with hardness above 5000, thickness at the thinnest point over 1 mm, ensuring safety; - Made of plastic with thickness at the thinnest point over 2 mm, ensuring safety.
3. The number of personal protective equipment specified in Clause 1 of this Article must reach at least 50% of the maximum number of players (based on the area of the ground).
Article 6. Conditions Regarding Specialized Staff

a) Must have attended a professional roller skating training course organized by the General Department of Physical Education and Sports, Provincial Departments of Culture, Sports and Tourism, or national-level social organizations related to roller skating.
b) Must hold a health certificate issued by a medical facility at the district level or higher and undergo annual health check-ups.
Each professional guidance staff member may instruct no more than 20 people in one training session.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
Cultural, Sports and Tourism Inspectors shall conduct inspections and handle violations of professional conditions when organizing roller skating activities within their authority.
3. Departments of Culture, Sports and Tourism of provinces and centrally-administered cities are responsible for implementing this Circular.
Article 8. Effective Date
This Circular takes effect from February 1, 2013. Sports facilities organizing roller skating activities that have been established but do not yet meet the conditions stipulated in this Circular must complete the necessary improvements within six months from the date of its effectiveness. During implementation, if any issues arise, organizations and individuals are advised to promptly report them to the Ministry of Culture, Sports and Tourism for timely resolution.
