CIRCULAR
Issuing National Technical Regulationson signal detonation cables for safe non-electric delay blasting capsused in underground mines with methane gas
Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Based on the proposal of the Director of the Department of Science and Technology;
The Minister of Industry and Trade issues the National Technical Regulations on signal detonation cables for safe non-electric delay blasting caps used in underground mines with Methane gas.
Article 1. Accompanying this Circular is the "National Technical Regulations on signal detonation cables for safe non-electric delay blasting caps used in underground mines with Methane gas." Designation: QCVN 02 : 2013/BCT.
Article 2. Effectiveness
This Circular takes effect from September 5, 2013.
Article 3. Responsibility for Implementation
1. The Department of Science and Technology, Ministry of Industry and Trade shall be responsible for organizing the implementation of this Circular throughout the country.
2. Departments of Industry and Trade of provinces and centrally governed cities shall be responsible for guiding, inspecting the implementation of this Circular within their respective areas and reporting the implementation situation to the Ministry of Industry and Trade as prescribed.
3. The Heads of the Ministry's Office, the Inspectorate, the Department Directors, the General Directors of the Vietnam Administration of Coal, the Bureau Chiefs under the Ministry, the Directors of the Departments of Industry and Trade of provinces and centrally governed cities, the Heads of relevant agencies, organizations, and individuals shall be responsible for enforcing this Circular./.
