Issuing National Technical Regulations on Plant Quarantine and Protection

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Ordinance on Plant Protection and Quarantine No. 36/2001/PL-UBTVQH10 dated July 25, 2001;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Considering the proposal of the Director of the Plant Protection Department;

The Minister of Agriculture and Rural Development issues the National Technical Regulations on Plant Quarantine and Protection.

Article 2. This Circular takes effect from November 5, 2014.

Article 3. The Heads of the Science, Technology and Environment Department, the Plant Protection Department, and other relevant agencies, organizations, and individuals shall be responsible for its implementation.

IN THE COURSE OF IMPLEMENTATION, ANY DIFFICULTIES SHOULD BE PROMPTLY REPORTED TO THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT FOR STUDY AND AMENDMENT./.
