Camend/NĐ-CP dated April 6, 2011 of the Government detailing and guiding the implementation of certain provisions of the Law on Telecommunications; Decree No. 81/2016/NĐ-CP dated July 1, 2016 amending and supplementing some articles of Decree No. 25/2011 199/201No. 3/2008/NĐ-CP dated February 26, 11 Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, procurement or tendering for the supply of products and services using state budget from regular operating expenses;13 of the Government stipulates the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Considering the proposal of the Director of the Plant Protection Department;

AND Ministry of Science and Technology The Minister of Agriculture and Rural Development promulgates the Technical Regulations of the State on Plant Quarantine and Plant Protection.ỹ This Circular promulgates the Technical Regulations of the State on the field of Plant Quarantine and Plant Protection:

Article 1. 1. Technical Regulation No. QCVN 01 - 159 : 2014/BNNPTNT on the Procedure for Diagnosis of Wheat Bunt Disease caused by Tilletia indica Mitra, a quarantine pest in Vietnam.

2. Technical Regulation No. QCVN 01 - 160 : 2014/BNNPTNT on Field Testing of Efficacy of Fungicides against Colletotrichum spp. causing Pepper Anthracnose. 3. Technical Regulation No. QCVN 01 - 161 : 2014/BNNPTNT on the Procedure for Diagnosis of Tomato Bacterial Wilt caused by Clavibacter michiganensis subsp. michiganensis (Smith) Davis et al., a quarantine pest in Vietnam. 4. Technical Regulation No. QCVN 01 - 162 : 2014/BNNPTNT on the Procedure for Diagnosis of Citrus Rust Mite Scirtothrips aurantii Faure, a quarantine pest in Vietnam.

This Circular takes effect from November 5, 2014.

The Deputy Minister of Science and Technology and Environment, the Director of the Plant Protection Department, and the Heads of relevant agencies, organizations, and individuals shall be responsible for its implementation.

Article 2. This Circular takes effect from November 5, 2014.

Article 3. The Director of the Science, Technology and Environment Department, the Director of the Plant Protection Department, and the Heads of relevant agencies, organizations, and individuals shall be responsible for implementation.
