CIRCULAR

Amending and supplementing some Articles of Circular No. 12/2014/TT-BNNPTNT dated April 8, 2014 on insignia, flags, traditional flags, uniforms, sample inspection fishery cards, and paint colors for inspection fishery vessels and boats.

Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 102/2012/NĐ-CP dated November 29, 2012 of the Government on the organization and operation of Fisheries Inspection;

Animal Feed - Maximum Allowable Levels of Safety Indicators in Animal Feed and Raw Materials for Aquafeed Production.

The Minister of Agriculture and Rural Development issues this Circular amending and supplementing some Articles of Circular No. 12/2014/TT-BNNPTNT dated April 8, 2014 on insignia, flags, traditional flags, uniforms, sample inspection fishery cards, and paint colors for inspection fishery vessels and boats.

Article 1. Amending and supplementing some Articles of Circular No. 12/2014/TT-BNNPTNT dated April 8, 2014 on insignia, flags, traditional flags, uniforms, sample inspection fishery cards, and paint colors for inspection fishery vessels and boats.

1. Article 5 shall be amended and supplemented as follows:

"Article 5. Sample of the Inspection Fishery Card

The Inspection Fishery Card has a rectangular shape with a width of 60 mm and a length of 90 mm, consisting of two sides: The front side has a red background, with the National Emblem in the center, above which is the National Flag of Vietnam in both Vietnamese and English, in bold uppercase letters in gold color; below it is the phrase "INSPECTION FISHERY CARD" in bold uppercase letters in gold color; the back side features a pattern of bronze drums in light pink, containing information about the cardholder, the date of issuance, the validity period of the card, and the issuing authority in both Vietnamese and English.

The sample of the Inspection Fishery Card is specified in Appendix I attached hereto."

2. Amend Point k Clause 3 Article 6 as follows:

"k) Sandals."

3. Supplement Point x Clause 3 Article 6 as follows:

"x) Work pants and shirts on board vessels."

4. Amend and supplement Point d Clause 1 Article 7 as follows:

"d) Ceremonial trousers and shirts (winter and summer) are white in color."

5. Amend and supplement Article 9 as follows:

"Article 9. Inspection Fishery Rank Badge

The Inspection Fishery Rank Badge has a dark blue background designed in an isosceles trapezoid shape with a side length of 130 mm; the longest base length is 50 mm; the shortest base length is 40 mm; the pointed end height is 16 mm; it has a gold border, with a wide border of 05 mm and a narrow border of 03 mm (the longest base does not have a border); at the pointed end, there is a badge button with a diameter of 16 mm, the surface of which is embossed with patterns of two rice ears surrounding a five-pointed star.

The badges corresponding to different positions are distinguished by stars and stripes. Large stars have a diameter of 24 mm, small stars have a diameter of 21 mm; stripes are yellow or pink in color, with a width of 05 mm, the distance between stripes is 05 mm, specifically as follows:
1. Rank Badge for leadership positions
a) Director: Wide border, 02 (two) large stars, no stripes;
b) Deputy Director: Wide border, 01 (one) large star, no stripes;
c) Heads of Departments under the Bureau, Chiefs of Regional Fisheries Inspection Stations, Chiefs of Inspection Teams, and equivalent positions: Narrow border, 04 (four) small stars and 02 (two) vertical yellow stripes;
d) Deputy Heads of Departments under the Bureau, Deputy Chiefs of Regional Fisheries Inspection Stations, Deputy Chiefs of Inspection Teams, and equivalent positions: Narrow border, 03 (three) small stars and 02 (two) vertical yellow stripes;
đ) Heads of Departments under Regional Fisheries Inspection Stations, Chiefs of Inspection Stations, Chiefs of Vessel Teams, and equivalent positions: Narrow border, 02 (two) small stars and 02 (two) vertical yellow stripes;
e) Deputy Heads of Departments under Regional Fisheries Inspection Stations, Deputy Chiefs of Inspection Stations, Deputy Chiefs of Vessel Teams, and equivalent positions: Narrow border, 01 (one) small star and 02 (two) vertical yellow stripes.
2. Rank Badge according to the level of Inspection Fishery Officer
a) Senior Inspection Fishery Officer: Narrow border, 04 (four) small stars and 01 (one) vertical yellow stripe;
b) Inspection Fishery Officer: Narrow border, 03 (three) small stars and 01 (one) vertical yellow stripe;
c) Intermediate Inspection Fishery Officer: Narrow border, 02 (two) small stars and 01 (one) vertical yellow stripe.
3. Rank Badge for Crew Members of Inspection Fishery Vessels
a) Captain: Narrow border, 01 (one) small star, 02 vertical pink stripes;
b) Deputy Captain, Chief Engineer: Narrow border, 04 (four) small stars, 01 vertical pink stripe;
c) Deputy Engineer, Chief Sailor, Chief Electrician: Narrow border, 03 (three) small stars, 01 vertical pink stripe;
d) Sailor; machinist; electrician; communication officer; weapons management and usage personnel: Narrow border, 02 (two) small stars, 01 vertical pink stripe;
đ) Medical staff, catering staff: Narrow border, 01 (one) small star, 01 vertical pink stripe.4. The design of the Inspection Fishery Rank Badge is specified in Appendix II attached hereto."

6. Amend and supplement Clause 1, Clause 2 Article 11 as follows:

"1. Pi-shaped hat: Dark gray in color, designed with a brim that folds up along the back of the hat, 2/3 of the back is folded up along the hat's edge, 1/3 of the front brim creates a shape; the top of the hat is oval-shaped; the hat has a curved brim, the forehead, crown, and top of the hat are made from the same fabric; the crown is embroidered with the words "VIETNAM INSPECTION FISHERY" in gold, 12 mm high; the front brim is made of hard plastic, covered with black shiny leather, with a pine branch in gold (for leaders of the Bureau, the pine branch is larger than that of the staff members) and decorative braids made of light yellow threads fixed by two metal stars with protruding patterns on both sides of the crown.2. Ceremonial hat: White in color, similar in specifications to the pi-shaped hat."

7. Amend and supplement Clause 5, Clause 6 Article 11 as follows:

"5. Impact-resistant helmet: Gray in color, a type of helmet covering the head, neck, and ears, with a windscreen in front. The helmet frame is made of plastic, inside it has shock-absorbing foam, foam padding around the ear flaps, and straps to secure the helmet.6. The design of the inspection fishery helmet is specified in Appendix III attached hereto."

8. Clause 2 of Article 12 is amended as follows:

"2. Belt: Brown leather belt; buckle made of white metal, width of the strap is 36 mm, length of the strap is 52 mm; in the middle of the buckle is the "Inspection Fishery Emblem."

9. Amend Clause 8 Article 12 as follows:

"8. Personal blanket, personal pillow: Dark gray in color."

10. Amend Clause 10 and supplement Clauses 11, 12, 13, 14 Article 12 as follows:

"10. Work uniforms on board ships: Dark gray color, specifications as follows: Work shirts on board ships: long-sleeved button-down shirt style with a breast pocket measuring 140 mm x 160 mm, cuffs with elastic, shoulders with two layers of fabric, two loops for insignia badges, a breast pocket measuring 60 mm x 90 mm on the right sleeve, embroidered with the Fisheries Surveillance emblem on the left elbow, elbows with two layers of fabric.

Work pants on board ships: loose-fitting, with two back pockets, hem with buttons, knees with two layers of fabric, a breast pocket measuring 150 mm x 170 mm on the left leg between the waistband and knee.

11. Labor protection uniforms: Light gray color, specifications as follows:

Labor protection shirts: long-sleeved button-down style with two breast pockets; the right sleeve has a small patch pocket, the left sleeve is embroidered with the Fisheries Surveillance emblem; above the left breast pocket, the name and position are embroidered in yellow.

Labor protection pants: suit-style with two diagonal patch pockets; back patch pockets have flaps, waistband with adjustable elastic.

12. Sandals: Brown-red color.

13. Work boots on board ships: black color, high-top boot style.

14. Design patterns for other equipment are specified in Appendix IV attached to this Circular."

11. Article 13 is amended and supplemented as follows:

"Article 13. Standards and service life of equipment, issuance

1. Regular uniforms according to the provisions of Section 1, Appendix V issued together with this Circular.

2. Additional uniforms: In addition to regular uniforms, forces frequently operating on Fisheries Surveillance vessels, personnel working at Fisheries Surveillance Stations and Teams are entitled to additional uniforms as stipulated in Section 2, Appendix V issued together with this Circular.

3. Based on specific conditions, the Director of the Fisheries Surveillance Department decides on the provision of uniforms for Fisheries Surveillance forces."

Article 2. Effective Date

This Circular takes effect from July 29, 2016.

This Circular takes effect from December 25, 2025/.

1. The Head of the Office, the General Director of the Fisheries Department, heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular.

2. During the implementation of this Circular, if there are difficulties or obstacles, organizations and individuals should report to the Ministry of Agriculture and Rural Development for consideration and resolution./.
