Circular No. 16/2018/TT-BVHTTDL stipulates the professional standards for referees, supervision, infrastructure, equipment, and specialized staff of enterprises organizing horse racing activities for betting purposes.

CIRCULAR

PROVISIONS ON STANDARDS FOR JUDGES, SUPERVISION, INFRASTRUCTURE, EQUIPMENT, AND SPECIALIZED STAFF OF ENTERPRISES ORGANIZING HORSE RACING ACTIVITIES FOR GAMBLING BUSINESS

On the basis of Law on Physical Education and Sports dated January 291 2006;

CamendPursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating Conditions for Business Activities in Sports;

Pursuant to Clause 4, Article 74 of Decree No. 06/2017/NĐ-CP dated January 24, 2017 of the Government on business activities for horse racing, dog racing, and international football gambling;shalland Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to DecreeNo. The Minister of Culture, Sports and Tourism issues this Circular providing specialized provisions on standards for judges, supervision, infrastructure, equipment, and specialized staff of enterprises organizing horse racing activities for gambling business.amendDepartment of Sports under the Ministry of Culture, Sports and Tourism;

Track dimensions

Article 1. Scope of Regulation

a) Straight track with a length of at least 1,000 meters; width of at least 16 meters; a straight section after the finish line of at least 200 meters for horses to gradually slow down.

Article 2. Applicability

b) Closed track with a length of at least 1,500 meters; width of at least 16 meters; must have a straight section before connecting to the circular part of the track of at least 300 meters; radius of the circular part of at least 135 meters.

2. Track surface covered with sand or grass ensuring the following requirements:

Article 3. Infrastructure

a) For tracks covered with sand, the sand layer thickness is at least 0.2 meters; sand particles have a diameter from 0.1 mm to 3 mm; no glass, sharp, or other objects that may cause injury to racehorses should be mixed in.

b) For grass-covered tracks, Bermuda grass (also known as Zoysia grass) or ginger leaf grass shall be planted.

3. Protective barriers along both sides of the track with a height of at least 0.8 meters; the distance from the outer protective barrier to the spectator area is at least 10 meters.

4. Starting area

a) The starting area on the straight track has a length of at least 60 meters; width of at least 30 meters.

b) Starting stalls are made of hard materials; height of at least 3.8 meters; width of at least 0.82 meters; length of at least 1.95 meters; equipped with an automatically controlled starting gate that opens simultaneously upon the judge's start command.

5. Finish area

a) A digital camera system capturing the finish line capable of taking at least 2,000 lines per second and stitching them together to accurately determine the racehorse's performance when crossing the finish line.

b) An electronic display board showing race results placed in a position easily visible to judges, supervisors, and spectators; width of at least 1 meter; length of at least 3.5 meters.

c) A finish line mirror placed perpendicular to the finish line and facing the finish line camera; width of at least 0.35 meters; length of at least 1.7 meters.

6. Horse jockey weighing area equipped with electronic scales, with a separate isolation area for jockeys after weighing from all other persons.

7. Changing room and toilet facilities.

1. Equipment for jockeys includes: Helmet, armor, shin guards, racing shoes, whip bag, whip.

2. Equipment for racehorses includes: Tin bit, mask, headgear, saddle, number plate.

3. Equipment for judges and supervisors includes: Binoculars and radio communication devices provided before the race.

4. Camera systems in preparation areas, jockey weighing areas, starting areas, on the track, and finish areas must be complete, interconnected, and functioning properly to ensure accuracy and fairness in organizing races and determining race results.

Article 4. Equipment

1. Equipment for jockeys includes: helmets, armor, shin guards, racing shoes, whip pouches, and leather whips.

2. Equipment for racehorses includes: tin bits, masks, headgear, saddles, and number plates.

3. Equipment for referees and supervisors includes: binoculars and communication radios to be distributed before the race.

4. The camera system in the preparation area, the jockey weighing area, the starting area, on the race track, and at the finish line must be complete, interconnected, and functioning properly to ensure accuracy and fairness in organizing the race and determining its results.

Article 5. Arbitration, Supervision

1. Arbitrators selected by horse racing betting enterprises must meet the following standards:

a) At least eighteen years old;

b) Possess good moral character;

c) Be well-versed in the Horse Racing Regulations;

2. A horse race must have an Arbitration Board consisting of at least nine arbitrators, specifically: Chief Arbitrator, Weighing Arbitrator, Starting Line Arbitrator, Finish Line Arbitrator, Secretary Arbitrator, and at least four track-side Arbitrators.

3. Duties of the Arbitrators

a) The Chief Arbitrator is responsible for: Assigning tasks to members of the Arbitration Board; deciding to disqualify horses before the race if there is fraud; making final decisions of the Arbitration Board regarding the race based on the performance of other arbitrators' duties; signing and submitting to the Race Supervisory Council the record determining the race results;

b) The Weighing Arbitrator is responsible for: Weighing jockeys and horses before and after the race; drawing lots for starting stalls for jockeys and horses; identifying race horses based on their pedigrees; signing and sending the record determining the completion of assigned tasks to the Secretary Arbitrator;

c) The Starting Line Arbitrator is responsible for: Positioning horses at the starting line; inspecting jockeys' and horses' equipment; issuing the start command for the race; supervising the return of horses and jockeys to the weighing area after the race; signing and sending the record determining the completion of assigned tasks to the Secretary Arbitrator;

d) The Track-side Arbitrator is responsible for: Monitoring and detecting violations of the Horse Racing Regulations by jockeys and horses; signing and sending the record determining the completion of assigned tasks to the Secretary Arbitrator;

đ) The Finish Line Arbitrator is responsible for: Determining the finishing positions of each horse; signing and sending the record determining the completion of assigned tasks to the Secretary Arbitrator;

e) The Secretary Arbitrator is responsible for: Compiling, signing, and submitting the records determining the completion of assigned tasks of all arbitrators to the Chief Arbitrator.

4. Supervisors must meet the standards specified in points b and c of Clause 1 of this Article and have at least five years of practical experience in the field.

Article 6. Training of Rescue Personnel

1. The General Department of Sports, national-level social-professional organizations related to horse racing, or provincial Departments of Culture, Sports, and Tourism organize specialized training for rescue personnel in horse racing.

2. The General Department of Sports is responsible for developing the content and program for specialized training of rescue personnel in horse racing, to be decided by the Minister of Culture, Sports, and Tourism.

3. Certificates of specialized training for rescue personnel in horse racing are issued by the organizing body. The format of the certificate of specialized training for rescue personnel in horse racing is stipulated in the Appendix attached to this Circular.

Article 7. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. Departments of Culture, Sports and Tourism, Departments of Culture and Sports of provinces and centrally-administered cities shall be responsible for organizing the implementation of this Circular.

Article 8. Effective Date

This Circular takes effect from May 5, 2018.

During implementation, if any difficulties arise, relevant organizations and individuals are requested to promptly report to the Ministry of Culture, Sports, and Tourism for study and resolution.
