Circular No. 16/2020/TT-BGDĐT stipulates the model of secondary normal school graduation certificates and higher normal college graduation certificates.

CIRCULAR

Article 24stipulates the model of the secondary normal school graduation certificate

and the model of the college normal school graduation certificate 

Pursuant to the Education Law dated June 14, 2019;

on Investmentpursuant to Decree No. 69/2017/NĐ-CPdated May 25, 2017 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Quality Management Department;

The Minister of Education and Training issues this Circular stipulating the model of the secondary normal school graduation certificate and the model of the college normal school graduation certificate.

Article 1. Scope of Regulation

This Circular stipulates the model of the secondary normal school graduation certificate and the model of the college normal school graduation certificate.

Article 2. Applicability

This Circular applies to:

1. Secondary normal schools, secondary schools with teacher training programs; college normal schools, colleges with teacher training programs;

2. Relevant organizations and individuals.

Article 3. Model of the secondary normal school graduation certificate, model of the college normal school graduation certificate

The secondary normal school graduation certificate and the college normal school graduation certificate consist of four (4) pages, each page measuring 19 cm x 13.5 cm. Pages 1 and 4 have a red background. Page 1 has the National Emblem, with all printed characters on page 1 in gold color. Pages 2 and 3 have a yellow background, with golden borders; a recessed bronze drum image in the center of page 2, and a recessed National Emblem in the center of page 3. The name of the certificate is in red in both Vietnamese and English, while other characters are in black.

The model of the certificate and the content recording method for the secondary normal school graduation certificate and the college normal school graduation certificate are specified in Appendix I, Appendix II, and Appendix III attached to this Circular.

Article 4. Effective date

This Circular takes effect from August 1, 2020.

This Circular replaces CircularNo. 44/2012/TT-BGDĐT dated November 30, 2012 issued by the Minister of Education and Training on the model of the secondary vocational school graduation certificate and Circular No. 45/2012/TT-BGDĐT dated November 30, 2012 issued by the Minister of Education and Training on the model of the college graduation certificate.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

The Director of the Office, the Director of the Quality Management Department, the Heads of relevant units under the Ministry of Education and Training; the Principals of secondary normal schools; the Principals of college normal schools; the Principals of secondary schools with teacher training programs; the Principals of colleges with teacher training programs are responsible for implementing this Circular./.
