CIRCULAR

Issuing a system of statistical indicators

for the agriculture and rural development sector

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government pursuant to the Law on Forestry dated November 15, 2017;

Pursuant to the Law on Statistics dated November 23, 2015;

Pursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016, issued by the Government, stipulating the contents of statistical indicators within the national statistical indicator system;

Pursuant to the Decree No. 85/2017/NĐ-CP dated July 19, 2017 of the Government stipulating the structure, tasks, and powers of centralized statistical organizations and statistical organizations under ministries and ministerial-level agencies;

At the proposal of the Director of the Department of Planning;

The Minister of Agriculture and Rural Development issues this Circular stipulating the system of statistical indicators for the agriculture and rural development sector.

Article 1. Scope of Regulation

Article 1. This Circular stipulates the system of statistical indicators for the agriculture and rural development sector.

Clause 2. Statistical indicators and contents thereof concerning forestry shall be implemented in accordance with the provisions of Circular No. 12/2019/TT-BNNPTNT dated October 25, 2019 of the Minister of Agriculture and Rural Development on statistics of the forestry sector. The period of publication of statistical indicators concerning forestry; the agency responsible for collecting and compiling official data for the Statistical Indicator of Newly Planted Concentrated Forest Area and the Statistical Indicator of Wood Production and Non-Timber Forest Products shall be implemented in accordance with the provisions of this Circular.

Clause 3. Statistical indicators and contents thereof concerning damage caused by natural disasters shall be implemented in accordance with the provisions of Joint Circular No. 43/2015/TTLT-BNNPTNT-BKHĐT dated November 23, 2015 of the Minister of Agriculture and Rural Development and the Minister of Planning and Investment on guiding the statistics and assessment of damage caused by natural disasters and the provisions of this Circular.

Article 2. Applicability

2. Departments of Agriculture and Rural Development of provinces and centrally governed cities.

3. Other individuals and organizations related to the work of statistics in the agriculture and rural development sector.

Article 3. System of statistical indicators for the agriculture and rural development sector

Clause 2. The system of statistical indicators for the agriculture and rural development sector includes:

a) The list of statistical indicators for the agriculture and rural development sector as specified in Appendix I attached to this Circular;

b) The contents of statistical indicators for the agriculture and rural development sector as specified in Appendix II attached to this Circular.

Article 4. Organization of Implementation

a) Organizing the collection and compilation of statistical information on assigned statistical indicators;

b) Taking the lead or coordinating with relevant agencies and units to develop plans for statistical surveys, using administrative data within the scope of the Ministry's management to collect and compile statistical information within the system of statistical indicators for the agriculture and rural development sector;

c) Taking the lead and coordinating with relevant agencies and units to review and propose amendments and supplements to the system of statistical indicators for the agriculture and rural development sector for submission to the Minister for consideration and issuance;

d) Guiding, monitoring, and compiling reports on the implementation of this Circular.

a) Organizing the collection and compilation of statistical information on assigned statistical indicators;

b) Advising the Ministry to allocate the budget to collect and compile statistical information within the system of statistical indicators for the agriculture and rural development sector assigned to subordinate agencies and units of the Ministry according to the quota issued by the competent state authority and the laws on the state budget.

Article 6. Responsibilities of the Center for Information Technology and Statistics

a) Organizing the collection and compilation of statistical information on assigned statistical indicators;

b) Taking the lead or coordinating with relevant agencies and units to conduct statistical surveys, exploiting administrative data within the scope of the Ministry's management to collect and compile statistical information within the system of statistical indicators for the agriculture and rural development sector;

c) Being the focal point for receiving and checking statistical information; guiding and urging the collection, compilation, and reporting of results of statistical indicators within the system of statistical indicators for the agriculture and rural development sector;

d) Taking the lead in building an information technology application system to serve the collection, compilation, storage, and exploitation of agricultural and rural development statistical information;

e) Implementing the dissemination of statistical information in accordance with the laws on statistics.

Article 7. Responsibilities of the Departments of Agriculture and Rural Development

a) Organizing the collection and compilation of statistical information on assigned statistical indicators within the system of statistical indicators for the agriculture and rural development sector;

c) Advising the provincial People's Committee to direct departments, sectors, and district People's Committees to allocate resources; assigning tasks to relevant units to provide information for the collection and compilation of assigned statistical indicators.

Article 8. Responsibilities of other related agencies, units, organizations, and individuals

b) Other agencies, units, organizations, and individuals related to their functions, duties, powers, and current regulations have the responsibility to provide relevant information to agencies and units responsible for collecting and compiling statistical indicators for the agriculture and rural development sector.

Article 5. Effective Date

Article 10. This Circular takes effect from February 11, 2021.

2. Decision No. 3201/QD-BNN-KH dated November 26, 2010 of the Ministry of Agriculture and Rural Development on the issuance of the Statistical Indicators System and Statistical Reporting Regulations for the agriculture and rural development sector shall cease to be effective from the date this Circular takes effect.

3. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, they shall be applied according to those amended, supplemented, or replacing documents.
