Pursuant to the Education Law dated June 14, 2019;

Pursuant to the Higher Education Law on June 18, 2012; the Law amending and supplementing some provisions of the Higher Education Law on November 19, 2018; Pursuant to Ordinance No. 02/2020/UBTVQH14 dated December 9, 2020 of the Standing Committee of the National Assembly on preferential policies for persons who have rendered meritorious service to the revolution;

Pursuant to Decree No. 84/2020/NĐ-CP dated July 17, 2020 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Pursuant to Decree No. 141/2013/NĐ-CP dated October 24, 2013 of the Government detailing and guiding the implementation of certain provisions of the Higher Education Law; Decree No. 99/2019/NĐ-CP dated December 30, 2019 of the Government detailing and guiding the implementation of certain provisions of the Law amending and supplementing some provisions of the Higher Education Law;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 15/2019/NĐ-CP dated February 1, 2019 of the Government detailing certain provisions and measures to implement the Vocational Education Law;

Amending and supplementing some provisions of the Admissions Regulation for undergraduate level; admissions for vocational college level in Early Childhood Education profession issued together with Circular No. 09/2020/TT-BGDĐT dated May 7, 2020

 Article 1. Amending and supplementing some provisions of the Admissions Regulation for undergraduate level; admissions for vocational college level in Early Childhood Education profession issued together with Circular No. 09/2020/TT-BGDĐT dated May 7, 2020 of the Minister of Education and Training "2. This Regulation shall apply to higher education institutions, other educational institutions permitted to train at the undergraduate level, vocational colleges admitting students for the Early Childhood Education profession (collectively referred to as training institutions), departments of education and training, Bac Lieu Department of Education, Science and Technology (collectively referred to as departments of education and training), and related organizations and individuals."

At the proposal of the Director of the Department of Higher Education,

The Minister of Education and Training issues this Circular "7. A flexible power plant is a thermal power plant using reciprocating internal combustion engines (RICE) or aeroderivative gas turbines (Aero-GT) with fast start-up capabilities, designed in modular form to generate electricity for balancing capacity and maintaining power system stability."2. Amending and supplementing point a, point b Clause 1 Article 7 regarding some preferential objects as follows: a) Regarding Object 03: 2020 4. Amending and supplementing Clause 2 of Article 14 as follows:

"+ War invalids, veterans, people holding a certificate of being entitled to benefits similar to war invalids;"

1. Amending and supplementing Clause 2 of Article 1 as follows:

+ Military personnel; officers, non-commissioned officers, conscripts in the People's Public Security Forces on active duty sent to study with a service period of 12 months or more in Zone 1;

+ Military personnel; officers, non-commissioned officers, conscripts in the People's Public Security Forces on active duty sent to study with a service period of 18 months or more;

+ Military personnel; officers, non-commissioned officers, conscripts in the People's Public Security Forces who have been discharged and recognized as having completed their military service obligations according to regulations;"

b) Regarding Object 04:

"+ Relatives of martyrs;

+ Children of war invalids with a labor capacity reduction rate of 81% or more;

+ Children of veterans with a labor capacity reduction rate of 81% or more;

+ Children of those participating in the resistance movement affected by toxic chemicals with a labor capacity reduction rate of 81% or more;

+ Children of those holding a certificate of being entitled to benefits similar to war invalids where the person holding such certificate has a labor capacity reduction rate of 81% or more;

+ Children of Heroes of the People's Armed Forces; + Children of Labor Heroes during the resistance period;

+ Children of those participating in the resistance movement suffering from deformities and disabilities due to toxic chemicals and receiving monthly allowances."

c) Regarding Object 06:

"+ Vietnamese citizens belonging to ethnic minorities with permanent residence outside the areas already defined as Object 01;

+ Children of war invalids, children of veterans, children of those entitled to benefits similar to war invalids with a labor capacity reduction rate below 81%;

+ Children of those participating in the resistance movement affected by toxic chemicals with a labor capacity reduction rate below 81%;"

"2. Support from the Ministry of Education and Training

The Ministry of Education and Training manages the National Common Admission Examination Database; builds, maintains, and operates the Entrance Examination Information Portal to support candidates and training institutions in admission work, including information: Directives and management of admission work, database of results of the High School Graduation Examination, system for entering statistical data on candidate preferences, and other necessary information for admission work."

4. Amending and supplementing point a Clause 3 Article 10 as follows:

"a) Provincial People's Committees, municipal people's committees directly under the central government, departments of education and training shall be responsible for:

- Directing the organization to carry out reviews and determine priority areas for high schools and equivalent institutions in their localities according to current regulations; preparing sufficient material resources and equipment, and assigning competent staff familiar with the Admissions Regulation to guide and support candidates;

- Directing units assigned to receive applications (collectively referred to as application reception points) to guide candidates in registering preferences according to the provisions of point a Clause 5 of this Article; adjusting preferences online; entering information on the Application Registration and Admission Form into the database of the Ministry of Education and Training's Entrance Examination Information Portal; ensuring the process and deadlines for completing tasks according to the overall plan for admission work."

5. Amending and supplementing point b Clause 4 Article 10 as follows:

"b) Independently conducting admissions or voluntarily forming groups of training institutions to conduct admissions; training institutions shall unify with departments of education and training and relevant units on fees, adjustment ratios, and other matters serving admission work."

6. Amending and supplementing point a Clause 5 Article 10 as follows:

"a) For the first round of admissions, candidates applying for admission to undergraduate and vocational college programs in Early Childhood Education can only choose one of two methods: registering directly on the Application Registration and Admission Form or registering online according to the guidance of the department of education and training and paying the registration fee. In subsequent rounds of admissions, candidates shall follow the registration and payment procedures specified by the training institution;"

7. Amending and supplementing point b Clause 5 Article 10 as follows:

"b) After obtaining the results of the High School Graduation Examination, candidates may adjust their admission preferences three (03) times within the prescribed time frame using the online method."

8. Amending and supplementing point d Clause 6 Article 10 as follows:

"a) For the first round of admission, candidates registering for the Early Childhood Education major at universities and colleges must choose one of two methods: directly registering on the Registration and Admission Form or online registration according to the guidelines of the Department of Education and Training and paying the registration fee. In subsequent rounds after the first round, candidates shall register for admission and pay the registration fee in accordance with the regulations of the training institution;"

7. Amend and supplement Point b Clause 5 Article 10 as follows:

"b) After receiving the results of the High School Graduation Examination, candidates may adjust their admission registration preferences three (03) times within the specified period using the online method."

8. Amend and supplement Point d Clause 6 Article 10 as follows:

"d) The candidate confirms admission to the training institution that they have been admitted to within the prescribed time limit by submitting only the original Certificate of Examination Results (for candidates who participated in the National High School Graduation Examination of the recruitment year) to the training institution through direct submission or express mail. Once confirmed for admission, the candidate may not participate in the admission review at other training institutions;"

9. Amend and supplement Point c Clause 1 Article 13 as follows:

"c) Candidates who are admitted must confirm their admission by submitting only the original Certificate of Examination Results (for candidates who participated in the National High School Graduation Examination of the recruitment year) to the training institution in accordance with the provisions of this Regulation, within the time limit set by the training institution. Beyond this time limit, failure to confirm admission shall be deemed as refusal of admission, and the training institution may admit other candidates; once confirmed for admission, the candidate may not participate in the admission review at other training institutions;"

10. Amend and supplement Clause 2 Article 15 as follows:

"2. The threshold for ensuring quality of incoming students shall be implemented according to the provisions of this Regulation. The admission score shall not be lower than the admission score of the training program, except when the following conditions are simultaneously met, it may be lower by no more than 01 (one) point compared to the admission score of the training program on a scale of 30 points:"

a) The People's Committee of provinces in the Northwest, Central Highlands, and Southwest regions orders the training of labor for provincial agencies, organizations, and enterprises and commits to using graduates;"

b) The candidate has a permanent residence registration for at least three years and has completed three years of secondary education in the locality, committing to work in the province after graduation;"

The Chairman of the People's Committee of the province placing the order shall be responsible for explaining to relevant authorities and society about the demand for training orders and the use of labor after training."

11. Amend and supplement Clause 1 Article 20 as follows:

"1. The Admissions Board of the training institution sends a notification letter to candidates confirming admission when the candidates meet all the admission requirements stipulated by this Regulation and the training institution, clearly stating the necessary procedures for the candidates when enrolling; the training institution may only use the original Certificate of Examination Results as the basis for confirming admission (for candidates who participated in the National High School Graduation Examination of the recruitment year)."

12. Amend and supplement Clause 1 Article 25 as follows:

"1. The admission results of the year according to the guidance letter of the Ministry of Education and Training."

Replace the term "school" with the phrase "training institution" in the points, clauses, and articles defined in Clause 2 Article 1.

Article 2. This Circular takes effect from July 16, 2021.

Article 3. The Director of the Office, Heads of the Higher Education Department, Heads of relevant units under the Ministry of Education and Training; Chairmen of Provincial People's Committees; Directors of Departments of Education and Training; Director of the Department of Education, Science and Technology of Bac Lieu Province; Rectors of universities and academies; Principals of higher education institutions offering Early Childhood Education programs are responsible for implementing this Circular./.
