Issuing National Technical Regulations on Wood Adhesive

Pursuant to Decree No.15/2017/ND-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
On the basis of the Law on Legislative Regulatory Documents issued on June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents issued on June 18, 2020;
On the basis of the Law on Standards and Technical Regulationskdated June 29, 2006;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
On the basis of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulationsi 32/2008/ND-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Law on Product Quality;
Pursuant to Decree No.1amended and supplemented by Decree No. 74/2018/ND-CP dated May 15, 2018 and Decree No. 154/2018/ND-CP dated November 9, 2018shalla The Director of the Forestry General Department and the Director of the Science, Technology, and Environment Department;
At the proposal of The Minister of Agriculture and Rural Development issues the National Technical Regulations on Wood Adhesive Director National Technical Regulations on Wood Adhesive. Code: QCVN 03-01:2022/BNNPTNT.;
Effective Date: This Circular takes effect from April 25, 2023 and replaces Circular No. 40/2018/TT-BNNPTNT dated December 27, 2018 of the Minister of Agriculture and Rural Development issuing the National Technical Regulations on Wood Adhesive.rime Minister c1. For organizations and individuals producing or importing wood adhesive that have been granted Compliance Certificates under QCVN 03-01:2018/BNNPTNT before this Circular takes effect, they may continue to use the Compliance Certificate until its expiration date as stated on the Certificate. k2. Organizations designated to conduct testing and compliance certification activities for wood adhesive under QCVN 03-01:2018/BNNPTNT, in cases where the validity period of the designation decision expires before this Circular takes effect, they may continue to be designated to perform testing and certification activities until the effective date of this Circular according to the provisions of QCVN 03-01:2018/BNNPTNT..
Article 1. The Director of the Forestry General Department, the Director of the Science, Technology, and Environment Department, the Heads of relevant units under the Ministry; Directors of Provincial Departments of Agriculture and Rural Development and related organizations and individuals are responsible for implementing this Circular.
Article 2. During implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Agriculture and Rural Development for research and amendment.
