CIRCULAR

Regulations on the model of identity card, the model of certificate of identity

Pursuant to the Law on Identity Cards dated November 27, 2023;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

1. Amending and supplementing Clause 2 and Clause 3 of Article 3 as follows:

Article 1. Amending and supplementing some articles of Circular No. 21/2023/TT-BTTTT dated December 31, 2023 of the Ministry of Information and Communications on functions and technical features of the Administrative Procedure Handling Information System at the ministerial and provincial levels (hereinafter referred to as Circular No. 21/2023/TT-BTTTT) as follows: Ministry of Public Security issues the Circular regulations on the model specialized agency under the People's Committee of the province/city.of identity card, the model of certificate of identity.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates the specifications, languages, shape, size, material of the identity card; the specifications, shape, size, material of the certificate of identity; the encoding of information in the storage part on the identity card; the responsibilities of local police units in producing, issuing, and managing identity cards and certificates of identity.

Article 2. Applicability

1. Vietnamese citizens, Vietnamese-origin persons who have not yet determined their nationality and are residing in Vietnam.

2. Public security units and localities.

3. Agencies, organizations, and individuals related to the production, issuance, and management of identity cards and certificates of identity.

Chapter II

MODEL OF IDENTITY CARD

Article 3. Specifications of the identity card

1. Both sides of the identity card are printed with blue-green patterns transitioning from yellow to green in the middle. The front side includes the map of Vietnam's administrative regions, bronze drums, traditional decorative patterns. The back side includes patterns combined with lotus flower images and intersecting diagonal curves.

2. The National Emblem of the Socialist Republic of Vietnam and the face photo of the person holding the identity card (for Vietnamese citizens aged six years and older) are directly printed in color on the identity card. The National Emblem of the Socialist Republic of Vietnam has a diameter of 12mm; the face photo of the person holding the identity card measures 20mm x 30mm; the position for printing the QR code is 18mm x 18mm.

3. Colors of the information on the identity card:

a) Blue-violet for the following lines: SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; IDENTITY CARD; Personal identification number/Personal identification number; Full name/Họ, chữ đệm và tên khai sinh; Date of birth/Date of birth; Sex/Gender; Nationality/Nationality; Place of residence/Place of residence; Place of birth/Place of birth; Date of issue/Date of issue; Date of expiry/Date of expiry; MINISTRY OF PUBLIC SECURITY/BỘ CÔNG AN and the electronic chip symbol;

b) Red for the line CĂN CƯỚC;

c) Black for: Information about personal identification number; information of the person holding the identity card; information about date of issue; information about date of expiry; QR code; MRZ line.

4. The front side of the identity card issued to Vietnamese citizens under six years old includes the following information:

From left to right, top to bottom: The National Emblem of the Socialist Republic of Vietnam; the line SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; CĂN CƯỚC; IDENTITY CARD; electronic chip symbol; Personal identification number/Personal identification number; Full name/Họ, chữ đệm và tên khai sinh; Date of birth/Date of birth; Sex/Gender; Nationality/Nationality.

5. The front side of the identity card issued to Vietnamese citizens aged six years and older includes the following information:

From left to right, top to bottom: The National Emblem of the Socialist Republic of Vietnam; the line SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; CĂN CƯỚC; IDENTITY CARD; electronic chip symbol; face photo of the person holding the identity card; Personal identification number/Personal identification number; Full name/Họ, chữ đệm và tên khai sinh; Date of birth/Date of birth; Sex/Gender; Nationality/Nationality.

6. The back side of the identity card issued to Vietnamese citizens under six years old and the identity card issued to Vietnamese citizens aged six years and older includes the following information from top to bottom, left to right:

a) Place of residence/Place of residence;

b) Place of birth/Place of birth;

c) Electronic chip;

d) QR code;

đ) Date of issue/Date of issue;

e) Date of expiry/Date of expiry;

g) MINISTRY OF PUBLIC SECURITY/BỘ CÔNG AN;

h) MRZ line.

Article 4. Other languages on the identity card

The other language on the identity card is English.

Article 5. Shape, size, and material of the identity card

1. The identity card is rectangular in shape, with a width of 53.98mm, length of 85.6mm, thickness of 0.76mm, and rounded corners with a radius of 3.18mm.

2. The identity card is produced from plastic material.

Article 6. Information encoding in the storage section of the identity card

1. The information storage section on the identity card includes a QR code and an electronic chip attached to the back of the identity card.

2. The information stored in the electronic chip on the identity card is presented in character format or image format.

3. The process of information encoding in the storage section of the identity card is carried out as follows:

a) Personal information stored in the electronic chip is encoded according to the ICAO standard, including: Surname, middle name, and given name at birth; personal identification number; nationality; date of birth; gender; expiration date; place of origin; biometric information about facial image;

b) Additional personal information stored in the electronic chip is encoded using an algorithm established by the identity management authority, including: Other names; place of birth; place of registration of birth; ethnicity; religion; blood type; nine-digit citizen identification number; issuance date, issuing authority, and validity period of the identity card, citizen identity card, and twelve-digit citizen identification number; place of permanent residence; place of temporary residence; current place of residence; biometric information about fingerprints and iris; identification information; surname, middle name, and given name, personal identification number, nine-digit citizen identification number, nationality of father, mother, spouse, children, and legal representative; information integrated into the identity card;

c) Information encoded in the QR code includes: Personal identification number; surname, middle name, and given name at birth; date of birth; gender; place of residence; issuance date of the identity card; nine-digit citizen identification number (if applicable); canceled personal identification number (if applicable); surname, middle name, and given name of father and mother (for identity cards issued to Vietnamese citizens under 14 years old).

Chapter III

SAMPLE OF THE IDENTITY CARD CERTIFICATE

Article 7. Specifications of the Identity Card Certificate

1. Both sides of the identity card certificate are printed on a background pattern designed with traditional ethnic images and motifs. The front side background includes a map of Vietnam's administrative regions, bronze drums, ethnic decorative patterns. The back side background includes bronze drums and ethnic decorative patterns.

2. The National Emblem of the Socialist Republic of Vietnam and the portrait of the person holding the identity card certificate are directly printed in color on the identity card certificate. The diameter of the National Emblem of the Socialist Republic of Vietnam is 13mm; the portrait of the person holding the identity card certificate is 20mm x 30mm; the QR code printing position is 18mm x 18mm; the left thumbprint printing position is 22mm x 25mm; the right thumbprint printing position is 22mm x 25mm.

3. Colors of the information on the identity card certificate:

a) Purple for the following text: SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness; Personal Identification Number; Surname, Middle Name, and Given Name; Date of Birth; Gender; Place of Birth; Place of Origin; Ethnicity; Religion; Marital Status; Current Place of Residence; Valid Until; Left Thumb; Right Thumb; Father's Surname, Middle Name, and Given Name; Mother's Surname, Middle Name, and Given Name; Spouse's Surname, Middle Name, and Given Name; Legal Representative's Surname, Middle Name, and Given Name, Guardian's Surname, Middle Name, and Given Name, Person Under Guardianship's Surname, Middle Name, and Given Name; Nationality Text and Date;

b) Red for the following text: IDENTITY CARD CERTIFICATE; stamp with the National Emblem of the issuing authority;

c) Black for the following information: Personal Identification Number information; information of the person holding the identity card certificate; validity period information; information of father, mother, spouse, legal representative, guardian, person under guardianship; date and information of the issuing authority of the identity card certificate.

4. The front side of the identity card certificate includes the following information:

From left to right, top to bottom: National Emblem of the Socialist Republic of Vietnam; text SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness; text IDENTITY CARD CERTIFICATE; portrait of the person holding the identity card certificate; QR code; Personal Identification Number; Surname, Middle Name, and Given Name; Date of Birth; Gender; Place of Birth; Place of Origin; Ethnicity; Religion; Marital Status; Current Place of Residence; Valid Until.

5. The back side of the identity card certificate includes the following information:

From top to bottom, left to right: Left thumbprint; right thumbprint; Father's Surname, Middle Name, and Given Name, Nationality; Mother's Surname, Middle Name, and Given Name, Nationality; Spouse's Surname, Middle Name, and Given Name, Nationality; Legal Representative's Surname, Middle Name, and Given Name, Guardian's Surname, Middle Name, and Given Name, Person Under Guardianship's Surname, Middle Name, and Given Name, Nationality; Date.

Article 8. Shape, size, paper material of the identity card certificate

1. The identity card certificate is rectangular, with a width of 74mm and a length of 105mm.

2. The identity card certificate is produced using paper material.

Chapter IV

IMPLEMENTATION

Article 9. Effective Date

1. This Circular takes effect from July 1, 2024.

2. Circular No. 06/2021/TT-BCA dated January 23, 2021 of the Minister of Public Security on the model of the citizen identification card shall be invalid from the date this Circular takes effect.

Article 10. Responsibility for Implementation

1. Responsibilities of the Administrative Police Management Bureau:

a) Inspect and urge the implementation of this Circular;

b) Prepare budget estimates, plans, and organize the selection of units to produce citizen identification cards and identity card certificates in accordance with the law;

c) Take the lead in coordinating with relevant agencies and units to inspect and supervise the production process of citizen identification cards and identity card certificates; ensure technical standards, quality, specifications, languages, shapes, sizes, materials, and information encoding of citizen identification cards and identity card certificates as stipulated in this Circular, and ensure security, safety, protection, and confidentiality requirements for information on citizen identification cards and identity card certificates in accordance with the law;

d) Uniformly manage the use of citizen identification cards and identity card certificates nationwide;

e) Receive and compile statistics on the number of defective blank citizen identification cards and identity card certificates during the production process; regularly carry out the destruction of defective blank citizen identification cards and identity card certificates annually in accordance with the law.

2. Responsibilities of the Planning and Finance Bureau:

a) Take the lead in organizing the review of budget estimates, plans for selecting units, and guiding procedures for organizing the selection of units and signing contracts for the production and issuance of citizen identification cards and identity card certificates in accordance with regulations;

b) Coordinate with the Administrative Police Management Bureau and relevant agencies to ensure funding for the production, issuance, and management of citizen identification cards and identity card certificates in accordance with the law.

3. Responsibilities of the Institute of Science and Technology:

a) Take the lead in coordinating with related units to organize the implementation of protection and analysis, appraisal, and recommendations for handling citizen identification cards and identity card certificates when there are signs of forgery; manage technical protection files for citizen identification cards and identity card certificates in accordance with regulations;

b) Coordinate with the Administrative Police Management Bureau to evaluate and inspect technical standards and raw material quality for the manufacture and production of citizen identification cards and identity card certificates to ensure compliance with technical standards as stipulated.

4. Responsibilities of Provincial and Municipal Police Departments under the Central Government:

Annually, in September, prepare a forecast of the local demand for citizen identification cards and identity card certificates for the following year and submit it to the Administrative Police Management Bureau.

5. Heads of units under the Ministry of Public Security, Directors of Provincial and Municipal Police Departments under the Central Government, and related agencies, organizations, and individuals are responsible for implementing this Circular.

During the implementation of this Circular, if there are difficulties or obstacles, police units, localities, agencies, organizations, and individuals related to this matter should report to the Ministry of Public Security (through the Administrative Police Management Bureau) for timely guidance./.
