Regarding the Dissolution of the National Financial Supervisory Commission

Pursuant to the Government Organization Law on February 18, 2025;

Pursuant to the Law on Legislative Regulatory Documents issued on February 19, 2025;

Pursuant to Decree No. 158/2018/NĐ-CP dated November 22, 2018 of the Government on the establishment, restructuring, and dissolution of administrative organizations;1Based on the proposal of the Minister of Home Affairs at Circular No. 2737/TTr-BNV dated May 23, 2025, and the directive of Deputy Prime Minister Ho Duc Phoc at Notification No. 302/TB-VPCP dated June 13, 2025 regarding the dissolution of the National Financial Supervisory Commission;

The Prime Minister issues this Decision on the dissolution of the National Financial Supervisory Commission.

The National Financial Supervisory Commission shall be dissolved following the completion of the transfer of its functions, tasks, personnel, finances, and assets to the Ministry of Finance, the State Bank of Vietnam, the Government Inspectorate, and the Office of the Government.

Article 1. The transfer and acceptance of functions, tasks, personnel, finances, and assets shall be carried out according to the Dissolution Plan of the National Financial Supervisory Commission (annexed hereto) and must be completed before July 1, 2025.

1. This Decision takes effect from June 16, 2025.

Article 2. Effective Date

2. This Decision abolishes:

a) Decision No. 34/2008/QĐ-TTg dated March 3, 2008 of the Prime Minister on the establishment of the National Financial Supervisory Commission;

b) Decision No. 79/2009/QĐ-TTg dated May 18, 2009 of the Prime Minister promulgating the Regulations on the organization and operation of the National Financial Supervisory Commission;

c) Decision No. 15/2015/QĐ-TTg dated May 22, 2015 of the Prime Minister amending and supplementing certain provisions of Decision No. 34/2008/QĐ-TTg dated March 3, 2008 of the Prime Minister on the establishment of the National Financial Supervisory Commission and the Regulations on the organization and operation of the National Financial Supervisory Commission attached to Decision No. 79/2009/QĐ-TTg dated May 18, 2009 of the Prime Minister.

1. The National Financial Supervisory Commission shall be responsible for compiling lists, files, and documents of civil servants, officials, employees, and assets, finances for transfer to the Ministry of Finance, the State Bank of Vietnam, the Government Inspectorate, and the Office of the Government; it shall bear legal responsibility for the accuracy of the data and documents in accordance with the regulations.

Article 3. Responsibility for Implementation

2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees, relevant agencies, organizations, and individuals shall be responsible for implementing this Decision.
