CIRCULAR
Guidelines for model contracts to perform civil servant tasks
Pursuant to the Government Decree No. 25/2025/NĐ-CP dated February 21, 2025 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 173/2025/NĐ-CP dated June 30, 2025 of the Government on contracts to perform civil servant tasks;
At the request of the Director of the Civil Servant and Public Official Department;
The Minister of Home Affairs issues this Circular to provide guidelines for model contracts to perform civil servant tasks.
Article 1. Attached to this Circular are the model service contract with individuals (Annex I), the model labor contract (Annex II), and the model service contract with legal entities (Annex III) to perform civil servant tasks as prescribed in Decree No. 173/2025/NĐ-CP dated June 30, 2025 of the Government on contracts to perform civil servant tasks.
Article 2. Effectiveness
This Circular takes effect from November 16, 2025.
Article 3. Responsibility for Implementation
1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Governmental Agencies, Chairpersons of Provincial People's Committees under central city administrations, relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.
2. In case of difficulties during implementation, please report to the Ministry of Home Affairs for consideration and resolution./.
