CIRCULAR

Regulations on the Statistical Indicators System for the Justice Sector

Pursuant to the Law on Statistics No. 89/2015/QH13 dated November 23, 2015, amended and supplemented by Law No. 01/2021/QH15;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 94/2022/NĐ-CP dated December 15, 2022 of the Government stipulating the contents of statistical indicators belonging to the national statistical indicator system and the process of compiling gross domestic product indicators, provincial gross domestic product indicators, and indicators of centrally governed cities;

Pursuant to Decree No. 62/2024/NĐ-CP dated June 15, 2024 amending and supplementing certain articles and appendices of Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics and Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators belonging to the national statistical indicator system and the process of compiling gross domestic product indicators and provincial gross domestic product indicators;

Pursuant to Decree No. 39/2025/NĐ-CP dated May 20, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Justice;

At the proposal of the Director of the Planning and Finance Department;

The Minister of Justice promulgates this Circular stipulating the Statistical Indicators System for the Justice Sector.

Article 1. Scope of Regulation

This Circular stipulates the Statistical Indicators System for the Justice Sector, including the list of the Statistical Indicators System for the Justice Sector and the contents of statistical indicators in the field of state administration under the Ministry of Justice.

Article 2. Applicability

This Circular applies to agencies, organizations, and individuals implementing statistical work in the Justice Sector.

Article 3. The Statistical Indicators System for the Justice Sector

1. The Statistical Indicators System for the Justice Sector is a collection of statistical indicators reflecting the situation and results of main activities in the field of state administration under the Ministry of Justice, serving management, guidance, and operation of the Ministry of Justice, local authorities, and other state agencies; serving the evaluation, forecasting of situations, strategic planning, master planning, and development plans for the Justice Sector, contributing to serving the overall economic and social development of the country; meeting the demand for statistical information about the Justice Sector from agencies, organizations, and individuals.

2. The statistical indicators for the Justice Sector serve as the basis for the division of responsibilities and coordination among agencies and organizations in establishing the reporting system for statistical work in the Justice Sector, developing statistical survey programs, and using administrative data for statistical work in the Justice Sector according to the law.

3. The list of the Statistical Indicators System for the Justice Sector is specified in Appendix I attached hereto, including: code number, group, name of indicator.

4. The contents of statistical indicators within the Statistical Indicators System for the Justice Sector are specified in Appendix II attached hereto. Each indicator includes: concept, calculation method, main classification, publication period, source of data, and the department under the Ministry of Justice responsible for collecting and summarizing.

Article 4. Organization of Implementation

1. Responsibilities of Departments under the Ministry of Justice

a) The Planning and Finance Department shall take the lead and coordinate with relevant departments under the Ministry to organize the establishment of the reporting system for statistical work in the Justice Sector, submit it to the Minister of Justice for signature and issuance; take the lead or coordinate in organizing statistical surveys and using administrative data within the scope of management of the Ministry of Justice; take the lead in summarizing statistical information according to the Statistical Indicators System for the Justice Sector, submit it to the Minister of Justice for announcement and dissemination; monitor, guide, and report on the implementation of this Circular.

b) Heads of departments under the Ministry shall be responsible for organizing the collection and summary of indicators assigned within the Statistical Indicators System for the Justice Sector throughout the country, providing them to the Planning and Finance Department for consolidation and submission to the Minister of Justice for announcement and dissemination.

2. Directors of Provincial Justice Departments, Heads of Civil Enforcement Agencies in provinces and cities, and Heads of related agencies and organizations shall be responsible for organizing the collection, summary, and reporting of statistical data on judicial work within their respective jurisdictions.

Article 5. Implementation Provisions

1. This Circular takes effect from November 1, 2025.

Specifically, the classification "commune, ward, special zone" under indicator code 0404 (Number of communes, wards, and special zones achieving standard access to law) and the classification "subject as prescribed by the Law on Juvenile Justice" under indicator code 1301 (Number of people who have received legal aid) in Appendix II shall come into effect from January 1, 2026.

2. Circular No. 10/2017/TT-BTP dated December 26, 2017 of the Minister of Justice stipulating the Statistical Indicators System for the Justice Sector shall cease to be effective from the date this Circular takes effect./.
