CIRCULAR
The Minister of Culture, Sports and Tourism issues this Circular amending and supplementing certain articles of Circular No. 18/2011/TT-BVHTTDL dated December 2, 2011 issued by the Minister of Culture, Sports and Tourism on the model regulations on the organization and operation of community sports clubs.
Article 1. Amend and supplement certain points and clauses of Article 2
“1. Position
Pursuant to Decree No. 43/2025/NĐ-CP dated February 28, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director of the General Department of Sports and Physical Training of Vietnam;
a) Community sports club is a voluntary organization established within the territory of communes, wards, and special administrative-economic zones;
b) Community sports club is subject to management and guidance on physical culture and sports expertise and vocational matters by the People's Committee at the commune level.”
2. Amending and supplementing Clause 5 as follows:

“g) Develop operational regulations in accordance with the provisions of the law and implement them.”
Article 2. Amend and supplement Article 3
“Article 3. Recognition and dissolution of community sports clubs
1. The application for recognition of a community sports club includes:
a) A proposal for recognition of a community sports club (model number 01 attached as an appendix to this Circular);
b) Operational regulations of the community sports club (model number 02 attached as an appendix to this Circular).
2. Recognition of a community sports club
The head of the community sports club shall submit one set of application documents as stipulated in Clause 1 of this Article directly, through postal service, or online via the National Public Service Portal to the People's Committee at the commune level.
Within five working days from the date of receipt of complete and valid documents, the Chairman of the People's Committee at the commune level shall issue a decision recognizing the community sports club (model number 03 attached as an appendix to this Circular). In case of non-recognition, a written response stating the reasons must be provided.
3. In case the community sports club operates contrary to the provisions of the law, the authority issuing the recognition decision shall decide to dissolve the community sports club. If the sports club dissolves itself, it must report to the Chairman of the People's Committee at the commune level who issued the recognition decision.
4. For community sports clubs established and dissolved under the law on associations, they shall comply with the provisions of the law on associations.”
Article 3. Amend and supplement Article 6
Article 6. Implementation
1. The General Department of Physical Culture and Sports is responsible for guiding and inspecting the implementation of this Circular.
2. Departments of Culture, Sports and Tourism, Departments of Culture and Sports of provinces and cities are responsible for organizing the implementation, urging, and inspecting relevant agencies, organizations, and individuals to comply with this Circular.”
“Article 6. Implementation Organization
1. The Vietnam Sports Administration shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Departments of Culture, Sports and Tourism, and the Departments of Culture and Sports of the provinces and cities shall be responsible for organizing the implementation, urging, and inspecting relevant agencies, organizations, and individuals to implement this Circular.
Article 4. Abolish and replace certain phrases
1. Abolish the phrase "according to the law on associations" in Article 1.
2. Replace the phrase "association member" with the phrase "club member" in points d and đ, Clause 3, Article 2; Clause 1, Article 4; points a and b, Clause 2, Article 5.
3. Replace the phrase "association club member" with the phrase "club member" in Clause 2, Article 4.
4. Replace the phrase "General Department of Physical Culture and Sports" with the phrase "Vietnam Sports Administration" in Article 7.
Article 5. Implementation Provisions
1. This Circular takes effect from February 15, 2026.
2. During implementation, if any difficulties arise, it is recommended that agencies, units, and individuals promptly report them to the Ministry of Culture, Sports and Tourism (through the Vietnam Sports Administration) for study and appropriate amendments and supplements.
