DECREE OF THE GOVERNMENT
Regarding the establishment of the National University of Ho Chi Minh City
THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 15/CP dated March 2, 1992 on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Considering the proposal of the Minister of Education and Training (memorandum No. 9122/KHTC dated December 30, 1994),
DECREE:
Article 1.- The National University of Ho Chi Minh City is established based on the reorganization and restructuring of several universities and scientific research institutes in the Ho Chi Minh City area, initially comprising nine institutions: Ho Chi Minh City University of Science, Thu Duc University of Technology, Ho Chi Minh City University of Technology, Ho Chi Minh City University of Agriculture and Forestry, Ho Chi Minh City University of Economics, Ho Chi Minh City University of Finance and Accounting, Ho Chi Minh City University of Education, Ho Chi Minh City University of Architecture, and the Ho Chi Minh City branch of the University of Law.
Article 2.- The National University of Ho Chi Minh City is a multi-disciplinary national center for education and scientific research, directly under the Ministry of Education and Training, operating according to its own regulations approved by the Prime Minister.
The National University of Ho Chi Minh City has legal personality, with its own seal and separate bank accounts.
Article 3.- The main tasks of the National University of Ho Chi Minh City include:
1. Training specialists in various fields of science and technology at undergraduate, graduate, and doctoral levels.
2. Conducting scientific and technological research, linked to teaching and training, disseminating scientific information, and applying research results to production and daily life.
3. Providing academic support to other universities and some colleges in different regions.
Article 4.- The organizational structure of the National University of Ho Chi Minh City includes:
1. Educational and scientific research organizations:
a) General University College.
b) Specialized university colleges.
Initially including:
- Faculty of Natural Sciences.
- Faculty of Social Sciences and Humanities.
- Faculty of Education.
- Faculty of Engineering.
- Faculty of Agriculture and Forestry.
- Faculty of Economics.
- Faculty of Law.
In the process of development, the addition of new members to the National University of Ho Chi Minh City will be proposed by the Rector of the National University (with contributions from the Scientific Council) and submitted to the Minister of Education and Training for consideration and decision.
c) Research Institutes and Centers.
2. Units serving education and scientific research:
- Library.
- Computing Center.
3. Functional offices assisting the Rector of the National University (as decided by the Rector).
Article 5.- Leadership of the National University of Ho Chi Minh City consists of the Rector and Deputy Rectors. The Rector of the National University of Ho Chi Minh City is appointed by the Prime Minister; Deputy Rectors, Deans, and Directors of member units of the National University are nominated by the Rector and appointed by the Minister of Education and Training.
The Rector of the National University of Ho Chi Minh City oversees all activities of the National University and is responsible for drafting the organizational and operational regulations of the National University to be approved by the Prime Minister.
The National University of Ho Chi Minh City has a Scientific and Training Council that advises the Rector; the Minister of Education and Training decides on the recognition of the Chairman and members of this Council.
Article 6.- The Minister of Education and Training, in collaboration with the Director of the State Planning Commission, the Ministers of Construction and Finance, the Chairmen of the People's Committees of Ho Chi Minh City and Song Be Province, shall prepare economic and technical justifications for approval by the Prime Minister to renovate existing facilities and construct new facilities for the National University of Ho Chi Minh City in the areas of Dong Hoa Commune, Thu An District, Song Be Province, and Tan Phu Commune, Thu Duc District, Ho Chi Minh City.
Article 7.- This Decree takes effect from the date of issuance.
Article 8.- The Minister of Education and Training, ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, the Chairman of the People's Committee of Ho Chi Minh City, and the Chairman of the People's Committee of Song Be Province are responsible for implementing this Decree./.
