DECISION OF THE MINISTER OF PUBLIC SECURITY

Regarding the list of State secrets of Confidential level in the Education and Training sector


THE MINISTER OF PUBLIC SECURITY

Based on the Ordinance on Protection of State Secrets dated December 28, 2000,

Pursuant to Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets;

Pursuant to Decree No. 136/2003/ND-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

After reaching consensus with the Minister of Education and Training,


DECISION:

Article 1. The list of State secrets of Confidential level in the Education and Training sector includes information within the following scope:

1. Documents concerning negotiations, contents of agreements signed with foreign countries and international organizations in the field of education and training that have not been disclosed,

2. Information and documents transferred from foreign organizations and individuals and international organizations to the Education and Training sector that have not been disclosed according to the agreement of both parties,

3. Bid data and tender evaluation results for state projects implemented by the Ministry of Education and Training that are still under review and have not been disclosed;

4. Candidate seating arrangements in examination rooms and test paper code numbers that have not been disclosed;

5. Number and list of university graduates selected annually for reserve officer training according to the Prime Minister's Decision;

6. Information and documents regarding planning, training, appointment, dismissal, and rotation of leaders at the department level and equivalent positions in the Education and Training sector that have not been disclosed,

7. Personnel files of leaders at the department level and equivalent positions in the Education and Training sector that have not been disclosed;

8. Investigation and inspection materials in the Education and Training sector that have not been disclosed;

9. Design documents for computer systems of the Ministry of Education and Training; regulations and conventions on ensuring computer network security of the Ministry of Education and Training.

Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette. The competent agencies of the Ministry of Education and Training and the Ministry of Public Security are responsible for supervising the implementation of this Decision.

Article 3. Ministries; ministerial-level agencies; government agencies; provincial People's Committees and municipal People's Committees directly under the central government are responsible for implementing this Decision./.
