Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and independent accounting subsidiaries of state-owned corporations;

Article 1. Approves the plan to adjust the restructuring and renewal of state-owned enterprises under the People's Committee of Dien Bien Province in 2005 as follows:
1. Enterprises to be listed for shareholding:
- Construction Consultancy and Traffic Survey Design Company.
- Water Resources Construction Consultancy Company.
- Construction Consultancy Company.
- Water Resources Construction Company No. 2.
- Construction Company No. 3.
- Import-Export and Commercial Service Company.
- Comprehensive Import-Export Company.
2. Enterprises to be converted into public service units:
- Film Company.
Article 2. The Chairman of the People's Committee of Dien Bien Province is responsible for directing the restructuring and renewal of state-owned enterprises under his jurisdiction according to the approved content; continue to convert state-owned limited liability companies under provincial management and operating in sectors where the State does not need to hold 100% capital into joint-stock companies.
For enterprises that cannot be listed for shareholding, take the initiative to restructure them through one of the following forms: auction sale, dissolution, bankruptcy, and report to the Prime Minister.
Article 3. Ministries of Finance, Planning and Investment, Home Affairs, Labor - Invalids and Social Affairs, Agriculture and Rural Development, and related agencies shall cooperate with the People's Committee of Dien Bien Province in implementing this Decision.
The Steering Committee for Enterprise Reform and Development shall be responsible for urging, guiding, and monitoring the implementation.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Dien Bien Province and heads of relevant agencies are responsible for enforcing this Decision.
