Resolution No. 160/2021/QH14 Pilot Implementation of Full-Time Representative Positions for the People's Council of Hanoi City

RESOLUTION

TRIAL ARRANGEMENT OF THE TITLES OF DELEGATES ENGAGED IN SPECIALIZED TASKS OF THE HA NOI PEOPLE'S COUNCIL

OF THE NATIONAL ASSEMBLY

On the basis of the Constitution of the Socialist Republic of Vietnam;

Pursuant to the Law on Legislative Regulatory Documents No. 80/2015/QH13, which has been amended and supplemented by some articles according to Law No. 63/2020/QH14;

Pursuant to Resolution No. 97/2019/QH14 dated November 27, 2019 of the National Assembly on piloting the urban administration model in Ha Noi City;

Considering the proposal of the Government at the Report No. 60/TTr-CP dated February 9, 2021 and the Report No. 78/BC-CP dated March 15, 2021; the Audit Report No. 3891/BC-UBPL14 dated March 18, 2021 of the Committee for Legal Affairs;

RESOLUTION:

Article 1. Trial arrangement of titles of delegates engaged in specialized tasks of the Ha Noi People's Council

1. The Standing Body of the Ha Noi People's Council shall consist of the Chairman of the People's Council, two Vice Chairmen of the People's Council, and members who are Heads of the People's Council of the city. The Chairman of the People's Council may be a delegate engaged in specialized tasks; the Vice Chairmen of the People's Council shall be delegates engaged in specialized tasks.

2. The Committees of the Ha Noi People's Council shall consist of the Head of the Committee, two Deputy Heads of the Committee, and members. The Head of the Committee of the People's Council may be a delegate engaged in specialized tasks; the Deputy Heads of the Committee of the People's Council shall be delegates engaged in specialized tasks. Each Committee of the People's Council shall have one member engaged in specialized tasks.

3. The trial arrangement of titles of delegates engaged in specialized tasks of the Ha Noi People's Council as stipulated in Clause 1 and Clause 2 of this Article shall be implemented from the 2021-2026 term and throughout the period of piloting the urban administration model in Ha Noi City according to Resolution No. 97/2019/QH14 dated November 27, 2019 of the National Assembly.

Article 2. Implementation clause

1. This Resolution shall take effect from the date of its adoption.

2. The Government, within its scope of duties and powers, shall be responsible for directing and guiding the implementation of this Resolution; prescribing and guiding the implementation of salaries, allowances, and other policies for the title of member engaged in specialized tasks at the Committees of the Ha Noi People's Council.

3. The People's Councils and People's Committees of Ha Noi City, within their scope of duties and powers, shall be responsible for organizing the implementation of this Resolution; balancing, arranging, and allocating personnel to ensure that the total administrative establishment of the locality is not increased; summarizing and concluding the implementation of this Resolution together with the summary and conclusion of the implementation of Resolution No. 97/2019/QH14 dated November 27, 2019 of the National Assembly to report to the competent authority for consideration and decision.

4. The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegation of the National Assembly of Ha Noi City, and the National Assembly deputies, within their scope of duties and powers, shall supervise the implementation of this Resolution.

This Resolution was adopted by the Fourteenth National Assembly of the Socialist Republic of Vietnam at its eleventh session on April 8, 2021.
