Pursuant to the Law on Organization of the Government dated December 25, 2001;
On the basis of Decision No. 235/1999/QD-TTg dated December 23, 1999 of the Government Chairman on the establishment of the Steering Committee for the Campaign Movement "All People United for the Construction of a Cultural Life";
On the basis of Decision No. 473/QD-TTg dated April 13, 2009 of the Government Chairman on changing the name of the Steering Committee for the Campaign Movement "All People United for the Construction of a Cultural Life";
Considering the proposal of the Minister of Culture, Sports and Tourism - Head of the Central Steering Committee for the Movement "All People United for the Construction of a Cultural Life",

Article 1. Approves the Program to Implement the Movement "All People United for the Construction of a Cultural Life" for the period 2011-2015, with orientation towards 2020 (annexed hereto).
Article 2. This Decision takes effect from the date of issuance.
Article 3. The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and municipal People's Committees directly under the central government, members of the Central Steering Committee for the Movement "All People United for the Construction of a Cultural Life", and related agencies shall be responsible for implementing this Decision.
