Regarding the issuance of vocational standards for certain specialized positions and the application of vocational standards for other positions in medical facilities under the Administrative Violation Handling Ordinance

THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS

Pursuant to the Government Organization Law dated December 25, 2001;

Pursuant to the Administrative Violation Handling Ordinance dated July 2, 2002;

Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government stipulating temporarily the new salary system for civil servants, administrative and public service officials, and armed forces personnel;

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 29/2003/NĐ-CP dated March 31, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Pursuant to Circular Joint No. 05/2002/TTLT-BLDTBXH-BTCCBCP dated February 6, 2002 of the Ministry of Labor, Invalids and Social Affairs and the Civil Service Personnel Department of the Government (now the Ministry of Home Affairs) guiding the functions, tasks, organizational structure, and staffing of local medical facilities;

Pursuant to the Agreement Letter No. 1503/BNV-CCVC dated July 3, 2003 of the Ministry of Home Affairs on the application of civil servant ranks for positions at medical facilities under the Administrative Violation Handling Ordinance;

At the proposal of the Director of the Anti-Social Evils Prevention Bureau and the Director of the Cadre and Civil Servant Affairs Department,

DECISION:

Article 1. Attached to this Decision are the vocational standards for the position of security guard and student manager in medical facilities under the Administrative Violation Handling Ordinance (referred to as Social Education-Labor Centers) and the application of vocational standards for other positions already issued by various Ministries and sectors.

Article 2. The positions at the Center shall be applied as follows:

1. The vocational standard for the position of security guard shall apply to the rank of security guard, code number 01.011, pay scale 01 - Administrative.

2. The vocational standard for the position of intermediate student manager shall apply to the rank of junior civil servant, code number 01.004, pay scale 01 - Administrative.

3. The vocational standard for the position of student manager shall apply to the rank of civil servant specialist, code number 01.003, pay scale 01 - Administrative.

4. Other positions shall apply the vocational standards for civil servant ranks in certain fields already issued by various Ministries and sectors.

Article 3. The vocational standards for these positions serve as the basis for medical facilities to implement planning, utilization, recruitment, appointment, training, and development for cadres, civil servants, and public service officials working at Social Education-Labor Centers.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. The Head of the Ministry's Office, the Director of the Cadre and Civil Servant Affairs Department, the Director of the Anti-Social Evils Prevention Bureau, the Heads of related units, the Directors of Provincial Departments of Labor, Invalids and Social Affairs, and the Directors of medical facilities under the Ministry of Labor, Invalids and Social Affairs are responsible for implementing this Decision.
