THE MINISTER OF FINANCE
BASED ON DECREE NO. 178/HĐBT OF OCTOBER 28, 1994 OF THE GOVERNMENT DEFINING THE FUNCTIONS, TASKS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
BASED ON DECISION NO. 07/HĐBT OF JANUARY 4, 1990 OF THE STATE COUNCIL (NOW THE GOVERNMENT) ESTABLISHING THE NATIONAL TREASURY SYSTEM UNDER THE MINISTRY OF FINANCE;
AT THE PROPOSAL OF THE DIRECTOR OF THE NATIONAL TREASURY CIRCULAR,

Article 1.- SUSPEND THE ISSUE OF TREASURY BILLS WITH A SIX-MONTH MATURITY PERIOD, INTEREST RATE OF 1.7% PER MONTH, PAID IN ADVANCE AS PER DECISION NO. 432 TC/KBNN OF MAY 28, 1994 OF THE MINISTER OF FINANCE FROM 16:30 ON MARCH 31, 1995 IN THE 30 PROVINCES AND CITIES WHERE THIS TYPE OF TREASURY BILL IS CURRENTLY BEING ISSUED.
Article 2.- HOLDERS OF TREASURY BILLS WITH A SIX-MONTH MATURITY PERIOD THAT ARE DUE FOR PAYMENT SHALL BE PAID THE PRINCIPAL AND INTEREST OF THE TREASURY BILLS IN ONE INSTALLMENT.
IN CASES WHERE THE HOLDER OF THE TREASURY BILLS DOES NOT COME TO COLLECT THE PAYMENT UPON MATURITY, THE NATIONAL TREASURY SHALL PROCEDURE TO TRANSFER THE PRINCIPAL AND INTEREST INTO A ONE-YEAR TREASURY BOND WITH AN INTEREST RATE OF 21% PER YEAR ISSUED FROM APRIL 1, 1995 AS PER DECISION NO. 141 TC/KBNN OF FEBRUARY 22, 1995 OF THE MINISTER OF FINANCE.
Article 3.- THE DIRECTOR OF THE NATIONAL TREASURY CIRCULAR, HEADS OF THE ORGANIZATIONS UNDER THE MINISTRY OF FINANCE, AND THE DIRECTORS OF THE NATIONAL TREASURY BRANCHES IN THE 30 PROVINCES AND CITIES RESPONSIBLE FOR ISSUING THE TREASURY BILLS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
