Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State-Owned Enterprises dated November 26, 2003;
Pursuant to Decision No. 38/2007/QD-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises with 100% state capital; The People's Committee of Dong Thap Province
This Circular attaches technical inspection procedures for hand cranes used to raise and lower ammunition in the Ministry of National Defense. Approves the restructuring and modernization plan for state-owned enterprises with 100% state capital under the People's Committee of Dong Thap Province for the period 2007-2009 as follows:,
DECISION:
Article 1. 1. Transfer the Dong Thap Trade-Oil Company and the Dong Thap Construction-Materials Company to operate under the parent company-subcompany model (to be implemented in 2007).
2. Convert the Dong Thap Lottery Enterprise into a limited liability company with one member (to be implemented in 2008).
3. Privatize the affiliated units of the Dong Thap Trade-Oil Company and the Dong Thap Construction-Materials Company (to be implemented in 2007-2008):
a) Companies under the Dong Thap Trade-Oil Company:
- Dong Thap Fuel Company.
- Dong Thap Eastern Fuel Company.
- Dong Thap Western Fuel Company.
- Dong Thap Oil Processing Company.
- Dong Thap Gas Cylinder Manufacturing Company.
- My Tra Hotel Company.
- Western Tourism Company.
- Ba Dong Tourism Company.
b) Companies under the Dong Thap Construction-Materials Company:
- BMC-DT Transport Company.
- BMC-DT Mechanical Repair Company.
- BMC-DT Investment and Infrastructure Business Company.
- BMC-DT Consulting Design and Construction Company.
- BMC-DT Concrete Production Company.
4. Privatize the two parent companies: Dong Thap Trade-Oil Company and Dong Thap Construction-Materials Company in 2009.
The Chairman of the People's Committee of Dong Thap Province shall be responsible for:
Article 2. 1. Directing the implementation of the restructuring and modernization of state-owned enterprises with 100% state capital under its direct jurisdiction according to the approved content and schedule.
2. Referring to Decision No. 38/2007/QD-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises with 100% state capital to determine the percentage of shares held by the state at the privatized companies.
The Ministries of Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Dong Thap Province in implementing this Decision.
Article 3. The Steering Committee for Enterprise Modernization and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
The Chairman of the People's Committee of Dong Thap Province and the heads of related agencies shall be responsible for enforcing this Decision.
Article 4. This Decision shall take effect from the date of signing.
The Chairman of the People's Committee of Dong Thap Province and the Heads of relevant agencies are responsible for implementing this Decision.
