THE MINISTER OF FINANCE
Pursuant to the Prime Minister's Decision No. 853/1997/CT-TTg dated October 11, 1997 on combating smuggling under new circumstances;
Pursuant to Decision No. 28/1999/QD-TTg dated February 23, 1999 of the Prime Minister on the issuance of the Regulation on management and utilization of non-governmental foreign aid organizations;
Considering the proposal of the Director-General - Head of the International Aid Management and Reception Board, the Director-General of the Organization and Training Department,
DECISION:
Article 1:Delegates the Director-General - Head of the International Aid Management and Reception Board to sign agreement documents with Heads of Ministries, Ministries equivalent to Ministries, Government Agencies, Chairmen of Provincial People's Committees, cities, political and social-political organizations regarding the receipt of non-project aid amounts up to US$50,000 (Fifty thousand United States dollars), excluding items prohibited from importation or subject to conditional importation.
Article 2: This Decision takes effect from the date of signing. The Director-General - Head of the International Aid Management and Reception Board, the Director-General of the Organization and Training Department, the Director of the Ministry of Finance Office, Heads of relevant units are responsible for implementing this Decision.
