Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Forest Protection and Development Law dated December 3, 2004;

Pursuant to Decision No. 661/QĐ-TTg dated July 29, 1998 of the Prime Minister on objectives, tasks, policies, and implementation organization of the New Plantation of Five Million Hectares of Forest Project;

Pursuant to Decision No. 100/2007/QĐ-TTg dated July 6, 2007 of the Prime Minister on amending and supplementing certain provisions of Decision No. 661/QĐ-TTg dated July 29, 1998 of the Prime Minister on objectives, tasks, policies, and implementation organization of the New Plantation of Five Million Hectares of Forest Project;

Pursuant to Resolution No. 73/2006/QH11 of the National Assembly, Session 10, of the 11th Legislature on adjusting targets and tasks of the New Plantation of Five Million Hectares of Forest Project for the period 2006-2010;

PURSUANT TO THE PROPOSAL OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT.

DECISION:

Article 1. Amending and supplementing Article 1 of Decision No. 100/2007/QĐ-TTg dated July 6, 2007 of the Prime Minister on amending and supplementing certain provisions of Decision No. 661/QĐ-TTg dated July 29, 1998 of the Prime Minister on objectives, tasks, policies, and implementation organization of the New Plantation of Five Million Hectares of Forest Project as follows:

For protective forests and special-use forests: investment in afforestation, encirclement nurturing to promote natural regeneration with supplementary planting and enriching natural forests shall be based on economic and technical forestry norms as prescribed by the Ministry of Agriculture and Rural Development; specific investment levels for each project and area shall be carried out according to the budget approved by the competent authority. The investment cost for afforestation used to balance the annual investment plan from 2008 to 2010 averages VND 10 million per hectare. The Ministry of Agriculture and Rural Development shall be responsible for guiding localities in preparing budgets.

Article 2. Other articles of Decision No. 100/2007/QĐ-TTg dated July 6, 2007 of the Prime Minister on amending and supplementing certain provisions of Decision No. 661/QĐ-TTg dated July 29, 1998 of the Prime Minister on objectives, tasks, policies, and implementation organization of the New Plantation of Five Million Hectares of Forest Project remain effective.

Article 3. This Decision takes effect 15 days after its publication in the Official Gazette.

Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
